The hub is located in the Eastern Administrative District, near the CHPP-11 power plant and the capital's major highways—the Third Transport Ring, Moscow Highway, and Shosse Entuziastov. The hub includes nine 120 kW fast charging stations, as well as Moscow's first 240 kW station with a 500 A connector. They are equipped with the most popular GB/T, CCS2, and NACS connectors (for Tesla electric vehicles). The average charging time is approximately 30 minutes, and 20 vehicles can be serviced simultaneously. Electric vehicle owners are provided with a comfortable lounge area with a minimarket where they can grab a snack and purchase essentials for the road. Currently, stations are installed at 134 gas stations, most of which are fast charging.

On November 28, 2025, LUKOIL opened its tenth filling station on the M-11 Moscow-St. Petersburg highway, completing the formation of the country's largest transport corridor on a single highway. The new flagship filling station, "Apraksin Bor-1," covers 1,200 square meters and offers an expanded range of services to customers. A distinctive feature of the station is its increased throughput: it can serve approximately 4,000 customers per day. This figure is achieved by separating passenger and truck traffic during refueling. The station is equipped with eight fuel dispensers and two high-speed pressurized diesel fuel dispensers for heavy-duty vehicles. The multifunctional road service area includes a children's playground, a sports field, a mother-and-child room, a recreation area, a dog walking area, a restaurant and summer cafe, a convenience store, a pharmacy, massage chairs, showers, and other services.

The concept is based on a comprehensive approach to providing service and a complete customer experience. Design solutions include a modern interior and exterior design, extensive use of digital technologies, and a restaurant-quality menu for LukCafe customers. As part of the "Accessible Environment" program, step-free access to the gas station and expanded aisles for people with disabilities have been installed.
