On November 24, a meeting of the Council of Supporting Scientific and Educational Organizations of the Rostec State Corporation was held in Moscow. It was attended by Minister of Science and Higher Education Valery Falkov, Minister of Industry and Trade Anton Alikhanov, Rostec CEO Sergey Chemezov, representatives of the Corporation's holding companies, and rectors of leading Russian universities, including a delegation from the State University of Management, led by Rector Vladimir Stroyev and Vice Rector Maria Karelina.

At the meeting, eight strategic partnership agreements were signed with eight leading Russian universities: RANEPA, Samara University named after Korolev, UUNiT, Moscow State Law University named after Kutafin, KNITU-KAI, National Research University MPEI, Russian State University named after Kosygin, and South Russian State Pedagogical University named after Platov.

The Minister of Education and Science noted that the Ministry, including in collaboration with Rostec and the Union of Mechanical Engineers, is currently implementing a number of major projects and programs aimed at improving the quality of engineering education and promoting its popularization. These projects include industrial postgraduate programs, a program for the construction of modern campuses, the creation of advanced engineering schools, and the Priority 2030 program.

"When these programs and projects are implemented in the regions, we see that the outflow of young people not only stops. In some cases, they serve as magnets for young scientists and specialists from all over the country," noted Valery Falkov.

Anton Alikhanov, in turn, noted that over the past five years, the Ministry of Industry and Trade has funded more than 1 trillion rubles in research and development through the state program "Scientific and Technological Development of the Russian Federation." This program involves 155 universities and research organizations, as well as more than 1,300 enterprises.

"Over 550 projects have been supported under the unified R&D subsidy over six years. Since 2022, 470 projects have been implemented through the reverse engineering mechanism. Grants from the Foundation for Assistance to Small Innovative Enterprises are also available to support startups with high commercialization potential. We have agreed with the Foundation to implement special programs specifically tailored to national tech leadership projects," said Anton Alikhanov, Minister of Industry and Trade.

"In these challenging times for the country, both universities and industry must work together for a common cause. The combined efforts of university research and industry yield positive practical results. To this end, we are building the closest possible partnerships with universities—our companies collaborate with 140 universities across the country. We are enriching our educational programs with disciplines in demand in real-world production. We are creating the conditions for the development of young science. We support Advanced Engineering Schools—we already have 22 of them. We are funding R&D at leading universities and research institutes, involving young scientists—last year alone, approximately 17 billion rubles were invested in this. We are participating in the industrial postgraduate program initiated by the Ministry of Education and Science. These and other measures are aimed at one goal—to make our country even stronger and technologically independent," commented Sergey Chemezov, CEO of Rostec State Corporation.

The Council of Supporting Scientific and Educational Organizations under the Rostec State Corporation was established in 2024. Its mission is to unite the efforts of science and industry to create new technological solutions. Its members are developing mechanisms for developing cooperation between science and industry. In 2024, Russian President Vladimir Putin approved two fundamental documents aimed at strengthening interaction between the scientific and industrial sectors: the updated Strategy for Scientific and Technological Development of the Russian Federation and the Decree on the National Development Goals of the Country through 2030 and through 2036.

The meeting discussed pilot projects in the area of science and industry cooperation, including industrial postgraduate studies, the creation of research and production associations at universities, industrial state assignments, and others.

The project results were summarized by Elena Druzhinina, Managing Director for Science and Business Cooperation and Chair of the Council of Scientific and Educational Organizations.

The State University of Management has always been a leader in training management personnel for sectors of the domestic economy. Over the past two to three years, we have significantly expanded our competencies in unmanned technologies, engineering design, technology projects, digital platforms, robotics, and control system automation, as evidenced by the successful completion of a major research project in agricultural technology, contract work commissioned by companies within Transmashholding, and research projects within the framework of the RosGeoTech Scientific and Educational School. As we have come to understand over time, this is the right direction, which is undoubtedly aimed at achieving key national goals—achieving food security and the state's technological leadership. Such rapid development of fundamental and applied science is impossible without the support of the Ministry of Science and Education, the Ministry of Industry and Trade, and the Ministry of Economic Development.

"The university's technological focus on research enables us to train not only management personnel with high professional competencies in the industry, but also a pool of young scientists capable of teamwork and project leadership. The invitation the university received to this event is proof of this. In the near future, we plan to propose to Rostec Corporation projects that would be interesting for joint implementation. The university plans to continue developing in this area, expanding the scope of its scientific research. With significant engineering expertise, confirmed by successful experience in implementing large-scale projects, we soon plan to sign an agreement with PJSC Signal, which is part of JSC Concern Radio-Electronic Technologies, a subsidiary of Rostec State Corporation," said Vladimir Stroyev, Rector of the State University of Management.

Together with the Rostec State Corporation and the Moscow government, the State University of Management is a member of the "Quality of Life in a Megacity" consortium of divers, a strategic academic leadership program for the development of the Russian economy. The main goal of this partnership is to unite the efforts of government agencies, educational, and scientific organizations to address practical development challenges in megacities and urban agglomerations in the following areas: digital management technologies, integrated environmental safety, transportation, road infrastructure, and logistics, product promotion and sales, information and communication technologies, ensuring the safety, availability, and quality of food, goods, and services, and big data analysis in socioeconomic research.

Celebrating the Creators of the Future: Today is Higher Education Teachers' Day

Every year on November 19, Russia celebrates Higher Education Teachers' Day. This professional holiday is dedicated to those whose work is connected with science and the training of new generations of specialists. The date itself coincides with the birthday of the founder of the Russian academic system, a great figure of the Age of Enlightenment, Mikhail Vasilyevich Lomonosov.

In 1696, a decree by Tsar Peter I ordered the invitation of foreign scholars to the empire and the sending of the most talented Russian students abroad. This document laid the foundation for the creation of the Academy of Sciences, which officially opened in 1724, after the death of the emperor. Saint Petersburg State University, founded that same year, became the oldest university in the country.

According to various sources—from the Russian Ministry of Education and Science to the media service portal Rambler—Russia's modern higher education system comprises over 1,000 universities, home to nearly 250,000 professors and over 4.2 million undergraduate and graduate students. In addition to scientific and educational achievements, our universities also hold records. Many of our leading universities stand out for their scale. For example, over 50,000 of our compatriots and foreign students are studying at Lomonosov Moscow State University, and our university has over 10,000 students this year. At the other extreme is the Russian Academy of Painting, Sculpture, and Architecture, with 560 students. Here, the traditions of the medieval individual approach are preserved, when deans had no more than ten students, and everyone lived and studied as a single commune. MGIMO (U) of the Ministry of Foreign Affairs of the Russian Federation holds a Guinness World Record for studying the largest number of foreign languages—55, including Swahili and Farsi. And the Ural State University of Physical Education offers a bachelor's degree in eSports coaching—one of the few such programs offered at the federal level.

The success of our domestic university community is unsurprising, as we boast some of the best higher education professors in the world. Judge for yourself:

Knowledge. The majority of Russian teachers hold academic degrees: 14.4% are doctors of science, 56.6% are candidates of science, and every other teacher holds an academic title: 8.7% are professors, 37.6% are associate professors. Wisdom. Teachers are predominantly over 50 years old: 19% are over 65, 30% are aged 50–64, 14.2% are aged 45–49, and 6.8% are young teachers under 30. Broader outlook. Each Russian university teacher teaches, on average, six courses, and at leading universities, the teaching load is five courses per teacher. Fundamentalism. The foundation of our academic teaching is a special form of scientific activity that explores the patterns of development of human society and all aspects influencing it. This is why 25.6% of the disciplines taught are in the social sciences. 20% are professional disciplines, 15.6% are technical sciences, 13.8% are mathematics and programming, 12.1% are humanities, 11.4% are natural sciences, 7.8% are foreign languages.

The State University of Management occupies a special place in the structure of Russian higher education—it was the first university in the country to begin training highly professional managers for the national economy. Our alma mater, dating back to 1885, has graduated over 200,000 highly qualified specialists, many of whom today shape the development of key sectors of the economy and public administration. Partnership Strategy: GUU and PSB Bank Agree on Joint Projects

On November 7, negotiations with Ekaterina Kuzmina, Vice President of PSB Bank, took place at the State University of Management. Representing the university were Rector Vladimir Stroyev, Vice Rector Dmitry Bryukhanov, and Vice Rector Maria Karelina.

The parties discussed collaboration within the "Commonwealth" social and educational platform, created by PSB Bank jointly with Rosfinmonitoring in 2021, and the university's continued participation in the International Financial Security Olympiad. Particular attention was paid to the formats for collaboration between SUM and PSB Bank in creating educational and scientific content based on the "Commonwealth" platform. The meeting participants explored opportunities to advance SUM educational and scientific projects that have significant potential for management education and strategic areas of socioeconomic development.

Ekaterina Kuzmina, Vice President of PSB Bank, was given a tour of key university locations, including laboratories in the Information Technology Center, the SUM Pre-University, the Media Center, and the Innovative Solutions Student Design Bureau. She was particularly interested in a demonstration of the platform being developed as part of a major research project and presented at the SUM Engineering Project Management Center.

From the heart: GUU and VSKS sent humanitarian aid to the soldiers

The State University of Management and the Moscow City Branch of the All-Russian Student Rescue Corps (VSKS) held a joint campaign in support of military personnel participating in missions in the special military operation zone.

Vladimir Stroyev, Rector of the State University of Management, and Vice Rectors Vitaly Lapshenkov and Pavel Pavlovsky, along with Maxim Dzhetygenov, Head of the Moscow City Branch of the VSKS, and Corps volunteers, sent humanitarian aid as part of the "GUU – SVOIM" project. The aid included camouflage nets and trench candles made by our students. This initiative has become a significant example of the university community's unity. Students, faculty, and staff at the State University of Management joined forces to provide concrete assistance to those defending the country today and to express their gratitude for their service.

"Participating in collecting humanitarian supplies for our soldiers is undoubtedly important and necessary. It is each of us's duty to help, to the best of our ability, those who defend our lives and our freedom. We send essential items to the front that are constantly needed in large quantities (household and hygiene products, food), and we also purchase items upon request from soldiers," noted Vladimir Stroyev.

As a reminder, the "GUU – SVOim" campaign began in January 2024. The previous shipment departed on September 30th. Our project is part of the Ministry of Education and Science of the Russian Federation's public campaign "Universities for the Front!", created to collect humanitarian aid for service members of the SVO and civilians in neighboring regions of Russia.

The second in-person session of the "Managing International Activities in the Academic Environment" program, part of the "Academic Reserve: International Track" project, concluded at the State University of Management. Participants explored the experience of managing international activities at universities and research organizations and exchanged best practices. One proposal was to extend the "Pushkin Card" program to international students studying in Russia.

The session brought together over a hundred specialists, heads of international departments, and experts from universities across the country at our university. Olga Petrova, Deputy Minister of Science and Higher Education of Russia, and Pavel Shevtsov, Deputy Head of Rossotrudnichestvo, participated in the opening. Participants discussed tools for increasing the effectiveness of academic missions, developing partnerships with friendly countries and networking programs, and engaging international students in youth events.

The practical part of the session included visits to leading international collaboration venues: the Federal Scientific Agroengineering Center (VIM) and the Patrice Lumumba Peoples' Friendship University of Russia (RUDN University). At VIM, participants learned about cutting-edge developments in agricultural engineering that are shaping the development of modern agriculture and listened to a presentation by Dmitry Pavkin, a 2022 graduate of the Academic Reserve program, on the commercialization of scientific results and international grants. They also heard presentations from the Center's experts on key areas of international scientific and technical cooperation: joint solutions to environmental problems in agricultural production, the development of bioenergy technologies, and the preparation of innovative development programs for the Union State.

At RUDN University, Vice-Rector for International Affairs Marina Rekets presented the support system for international students, as well as the legal and organizational aspects of their studies in our country. Leading university experts presented an overview of comprehensive tools for attracting and supporting international students, and implementing joint projects with international partners. A presentation on legal support for international students and migration registration issues generated the most lively discussion. The program concluded in the conference hall of the RUDN University Faculty of Economics with a debriefing: participants shared their impressions and discussed the possibilities of applying the practices they had learned.

Following the two-day program, participants outlined promising models for organizing international activities and integrating best practices into strategic development projects.

The organizers particularly recognized the contributions of the session's partners: the Interobrazovanie Center for Education Development and International Activities, the Federal Scientific Agroengineering Center VIM, and the Patrice Lumumba Peoples' Friendship University of Russia. Military Affairs: A graduate of the State University of Management has been appointed Deputy Minister of Defense of Russia.

Vasily Osmakov, an orientalist and Africanist, a candidate of economic sciences, a first-class active state councilor, and, most recently, the first deputy minister of industry and trade, has become the right-hand man of the head of the military department: Andrei Belousov introduced the new employee to his colleagues from the CIS countries at a meeting of the CIS Council of Defense Ministers in Almaty.

Until now, this distinguished graduate of our postgraduate program has focused primarily on economic and financial issues. From 2004 to 2008, Vasily Osmakov worked at the Ministry of Industry and Trade in the public relations, strategic planning, and research departments, as well as in the support of priority industrial policy areas within the Department of Economic Analysis and Long-Term Planning. He then became an assistant and advisor to the Minister of Industry and Trade, and in 2012, he was appointed Director of the Department of Strategic Development and Project Management at the Ministry of Industry and Trade. Four years later, Vasily Sergeevich was promoted to Deputy Minister, and five years later, First Deputy Minister, overseeing the departments of budget policy and finance, strategic development, and corporate policy, as well as budget planning, import substitution, national project coordination, and human resources.

Vasily Osmakov graduated with honors from the Institute of Asian and African Countries at Lomonosov Moscow State University (ISAMSU) in 2005. He speaks English, Arabic, and German. He also defended his PhD thesis at the IEF's Department of World Economy and International Economic Relations, titled "Foreign Experience in Implementing Oil and Gas Projects Based on Production Sharing Agreements (PSA)," in 2008.
