ALMATY, July 15 (Xinhua) — Kazakhstan produced 49.9 million tons of oil and exported 39.6 million tons in the first half of 2025, the Kazinform news agency reported on Tuesday, citing Kazakh Energy Minister Yerlan Akkenzhenov.

"The volume of oil production for the reporting period amounted to 49.9 million tons, which is 111.6 percent compared to the same period last year. By the end of the year, production of 96.2 million tons of oil is expected," noted E. Akkenzhenov.

According to him, in the first six months Kazakhstan exported 39.6 million tons of oil, which is 11.9 percent more year-on-year.

By the end of the year, Kazakhstan plans to export 70.5 million tons of oil. –0–

BEIJING, July 15 (Xinhua) — The National Committee of the Chinese People's Political Consultative Conference (CPPCC) held a thematic consultation meeting on improving and innovating social governance in Beijing on Tuesday.

Speaking at the meeting, Wang Huning, a member of the Standing Committee of the Politburo of the CPC Central Committee and Chairman of the CPPCC National Committee, called on political consultants to rely on a people-centered approach when improving social governance.

Wang Huning called for developing a social governance system based on joint construction, joint management and joint use, shifting the focus of social governance to the grassroots level, and improving the quality and effectiveness of policy consultation and professional proposals.

BEIJING, July 15 (Xinhua) — China hopes to work with Australia to continuously deepen and expand state-to-state cooperation to achieve mutual benefit and a higher level of win-win results for the benefit of the two peoples, Chinese Premier Li Qiang said Tuesday.

Li Qiang made the remarks during the 10th annual China-Australia heads of government meeting, which he co-hosted with Australian Prime Minister Anthony Albanese in Beijing.

As Li Qiang noted, currently, all countries are facing new challenges in their development amid growing instability and uncertainty in the global economy. According to him, against this background, the significance of strengthening exchanges and cooperation between China and Australia as important trade and economic partners is becoming increasingly significant.

The Chinese leader noted that earlier in the day, Chinese President Xi Jinping met with Prime Minister E. Albanese and reached an important consensus on further deepening China-Australia relations.

The economies of China and Australia, Li Qiang continued, are highly complementary and provide ample space for cooperation in areas such as energy, mineral resources, agricultural products, green development and scientific and technological innovation.

LONDON, July 15 (Xinhua) — U.S. President Donald Trump has urged Kyiv to step up strikes deep into Russian territory, even asking Ukrainian President Volodymyr Zelensky whether Moscow could be a target if long-range weapons were supplied to Ukraine, the Financial Times reported on Tuesday.

“Vladimir, can you hit Moscow? Can you also hit St. Petersburg?” Trump asked during a phone call with the Ukrainian president on July 4, to which Zelensky replied: “Absolutely. We can if you give us weapons,” the Financial Times reported, citing two people familiar with the conversation.

The phone call came just a day after Trump's conversation with Russian President Vladimir Putin, which the US president reportedly described as "bad."

According to the Financial Times, while it remains unclear whether the United States will push ahead with the delivery of the requested weapons to Ukraine, sources familiar with the matter said Mr Trump appeared keen to explore more aggressive force options to put pressure on Moscow during the talks.

Kyiv, July 15 /Xinhua/ — The Verkhovna Rada of Ukraine on Tuesday adopted bills to extend the martial law and general mobilization in the country for another 90 days – until November 5 of this year. This was reported on Telegram by parliamentarian Yaroslav Zheleznyak.

The martial law and general mobilization in Ukraine were supposed to expire on August 7. Both legal regimes were extended for the 16th time.

For the approved bills to come into force, they must be signed by the country's president, Volodymyr Zelensky.

Kyiv, July 15 /Xinhua/ — The Verkhovna Rada of Ukraine on Tuesday approved the country's temporary withdrawal from the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (Ottawa Convention), MP Yaroslav Zheleznyak reported on Telegram.

Last month, the Ukrainian Foreign Ministry said that official Kyiv needed to suspend the treaty because the Russian Federation, not being a signatory to the Ottawa Convention, had been widely using anti-personnel mines in the Russian-Ukrainian armed conflict since 2022. Because of this, as noted, Ukraine found itself in an unequal and unfair situation that limits its right to self-defense.

According to the text of the bill approved by the Verkhovna Rada, the Ottawa Convention will be suspended for Ukraine until the armed conflict with the Russian Federation is completely ended, as reported by the Ukrinform news agency.

The Ottawa Convention was signed in December 1997. Ukraine joined the treaty in February 1999 and ratified it in May 2005.

On June 29 of this year, Ukrainian President Volodymyr Zelensky signed a decree that puts into effect the decision of the National Security and Defense Council on the country's withdrawal from the Ottawa Convention. A working meeting was held at Peter the Great St. Petersburg Polytechnic University between SPbPU Rector Andrey Rudskoy, the Minister of Science, Higher Education and Technological Development of the Arkhangelsk Region Alexey Aksenov and the Acting Rector of the Northern (Arctic) Federal University named after M.V. The main topic of discussion was the creation of the "Competence Center for the Application of Laser Welding and Additive Technologies in Shipbuilding". "Polytechnic has always been and remains a forge of engineering personnel capable of not only working in the current conditions, but also shaping the technological agenda of tomorrow. Today, we are betting on the development of advanced technologies in the field of materials science, laser and additive processes, digital engineering – those areas that are already determining the appearance of the industry of the future. Cooperation with colleagues from the Arctic region opens up new horizons: we combine fundamental science, engineering schools and real production tasks. I am confident that this synergy will become the basis for comprehensive solutions that can change the infrastructure of the North and become an example for other regions of the country," Andrey Rudskoy emphasized.

It is worth noting that over the course of three years of close cooperation with the Scientific and Educational Center "Russian Arctic" of NArFU, specialists of the Scientific and Research Laboratory "Laser and Additive Technologies" of IMMiT SPbPU have completed several projects on direct laser growth and laser welding of thin metals. Now the polytechnicians are faced with the task of developing a technology for hybrid laser-arc welding of samples with a blunting thickness of at least 30 mm. In the future, joint interests include the creation of a technological complex and the introduction of laser technologies into the production of city-forming enterprises.

At the meeting, the guests voiced a proposal to create a center, discussed the levels of interaction and upcoming stages of joint work.

"For the Arkhangelsk Region, the development of advanced production technologies capable of ensuring reliable and efficient operation in the conditions of the North and the Arctic is especially important. Joint scientific projects and the creation of a competence center are a step towards a real technological breakthrough. We are counting on practical results and are ready for systematic work on the implementation of new solutions in shipbuilding and related industries," noted Alexey Aksenov.

During the visit, a tour of the university campus and research laboratories of the Institute of Mechanical Engineering, Materials and Transport of SPbPU took place. The guests examined the equipment of the Laser and Additive Technologies Research Laboratory in most detail. They were interested in the robotic technological complexes and exhibits manufactured as part of joint projects with the Russian Arctic Research and Education Center of NArFU.

"In recent years, within the framework of cooperation with the Scientific and Educational Center "Russian Arctic" of NArFU, we have successfully implemented several projects using direct laser growth and laser welding technologies. We see great interest in laser technologies from the Arctic region and are confident that the next stage of cooperation will allow us to move from pilot solutions to large-scale integration of technologies into production," said Mikhail Kuznetsov, Director of the Russian-German Center for Laser Technologies.

Alexey Aksenov and Mikhail Danilov showed keen interest in the scientific developments of the Polytechnic University and expressed readiness for further cooperation. Following the meeting, a decision was made to hold a series of working meetings for a more detailed discussion of the project.

The visit of the delegation from the Arkhangelsk region became an important step towards strengthening interregional scientific and technical cooperation. SPbPU and NArFU intend to develop a strategic partnership aimed at the technological development of the shipbuilding industry and the Arctic region.
