"The SME support infrastructure is a multi-level ecosystem that allows businesses to receive the necessary assistance at different stages of the life cycle. In the first half of 2025, more than 135 thousand entrepreneurs across the country received such support. Conventionally, the work of the My Business Centers can be divided into two areas. The first is working with existing entrepreneurs, providing opportunities for business growth and scaling. The second is working with priority groups to involve them in entrepreneurial activity: youth, women, people of "silver" age, participants of the SVO.

The My Business centers act as a single window for entrepreneurs, providing information, consulting and training services, assistance in registering a business, preparing business plans and receiving government support measures. Today, the Centers operate in 88 regions (Moscow entrepreneurs receive support from the State Budgetary Institution Small Business of Moscow), with more than 400 branches open.

"In 2025, regional export support centers will retain their key role in our ecosystem, actively supporting small and medium businesses. Their effectiveness is confirmed by specific results: in the first half of the year, the ESCs provided almost 7 thousand information and consulting services and support measures, thanks to which about 500 companies signed new export contracts for a total of more than $130 million. Our main goal is to simplify as much as possible for manufacturers to enter foreign markets and strengthen their positions. We pay special attention to the development of interregional cooperation: five such projects are already underway. We are convinced that this is the key to sustainable development and effective exchange of experience," emphasized Veronika Nikishina, General Director of the Russian Export Center (REC, VEB.RF Group).

Among the most popular areas of support provided by the My Business Centers, consulting support occupies a special place. Competent expert assistance is relevant for entrepreneurs at all stages of development – from launching a project to scaling it. The second position in popularity is occupied by services that facilitate the promotion of products and the search for new clients: this includes the development of digital communication channels, including social networks and websites, and participation in exhibitions and fairs, and the creation of a corporate style. Educational initiatives round out the top three. Despite wide access to information, entrepreneurs and the self-employed still need proven, practice-oriented knowledge adapted to specific stages of their business development.

Regional guarantee organizations provide SMEs with access to banking and other borrowed financing by providing guarantees for loans and leasing transactions, thereby reducing risks for financial institutions and expanding opportunities for entrepreneurs.

State microfinance organizations provide microloans on preferential terms, which is especially important given the increased key rate of the Bank of Russia.

Thus, in the Kirov region alone, small and medium businesses attracted 509.5 million rubles in the first half of 2025.

"Preferential loans are open to a wide range of entrepreneurs, including beginners and those who are in a difficult financial situation. The My Business Center offers 18 microfinance programs. Since the beginning of the year, we have provided financial support to about 300 entrepreneurs, of which 28 are beginners and six loans were received by self-employed people," commented Vladimir Skobelkin, director of the My Business Center of the Kirov Region.

Export support centers help Russian companies enter foreign markets by assisting in the preparation of export documentation, selection of foreign partners, participation in international exhibitions and promotion of products abroad.

An integrated approach and close interaction of all elements of the infrastructure make it possible to create a comfortable environment for the sustainable growth and development of Russian entrepreneurship.

On July 24, the National Center "Russia" hosted the seventh Eurasian Aerospace Congress, a key business event in the aerospace industry. This is an annual industry forum reflecting the unity of economic interests of Russia and international partners in the aerospace sector. This year, the event brought together more than 700 delegates from 20 countries representing various segments of the space ecosystem.

The Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia organized two sessions within the framework of the Congress. One of them — "B2B Partnership: Holdings and Private Space Companies" — became a platform for presenting products of private export-oriented space companies of Russia to potential customers and investors.

"We brought together nine space companies with varying degrees of technological maturity, different product lines and their potential partners, including Sber, Russian Railways, Rosatom, Promsvyazbank, VEB.RF, in one room," commented Deputy Director of the Department Evgeniya Drozhashchikh. "Such B2B matchmaking, in our opinion, could become one of the answers to the task of attracting extra-budgetary financing to the industry in the coming years." The session "International Cooperation in Space Activities and Commercialization of Space Services" was attended by more than 10 speakers from the BRICS countries – Russia, Brazil, India, Indonesia, the UAE and Belarus as a partner country. Representatives of international organizations, the public and private sectors, platforms providing infrastructure for the implementation of space projects, exchanged assessments of promising areas and mechanisms of multilateral cooperation. Particular attention was paid to the role of public-private partnerships in achieving national space goals and the possible appearance of the industry by 2035.

The first deputy chairman of the committee on economic policy of the State Duma of the Federal Assembly of the Russian Federation Denis Kravchenko addressed the participants of the session with a welcoming speech. "Among BRICS and SCO, there are two key member countries with advanced technologies. And a third one, which is catching up with them. Of course, these are Russia, China and India. A number of African countries already have their own space agencies. In this regard, I am sure that there is enough work for everyone," he said.

Among the current areas of cooperation, Denis Kravchenko identified the development of near-earth orbit, including the development of joint multi-satellite constellations and the development of distant space frontiers, taking into account the complementarity of the space potential of the BRICS countries. The participants of the session agreed that space products are becoming an integral part of an effective and competitive economy, and expressed their readiness to continue cooperation in line with the agreements of the leaders of the BRICS countries.

More than 1.5 million small and medium-sized businesses in Russia operate in priority sectors of the economy, including manufacturing, tourism, information technology, communications, as well as professional, scientific and technical activities.

"Small and medium-sized enterprises operating in priority sectors continue to demonstrate sustainable growth, create jobs, promote technological development and provide a powerful multiplier effect for the economy. Today, more than 1.5 million companies operate in such industries as manufacturing, tourism, IT, communications, professional and scientific and technical activities – this is 22% of all SMEs. The creative economy is also acquiring special significance – more than 402 thousand small and medium-sized businesses are successfully developing in the areas of digital technology, leisure, hospitality. Financial indicators also confirm the positive dynamics. According to the results of 2023, the revenues of companies operating in priority industries amounted to 336 billion rubles, which is 22% more than in 2021 (234 billion rubles).

In total, almost 6.5 million people are employed in priority sectors, which is 34% of all workers in the SME sector. Over 821 thousand people work in the creative economy.

The top regions with the largest number of SMEs from priority sectors include:

— manufacturing industries: Moscow, Moscow region, St. Petersburg, Sverdlovsk region, Krasnodar region;

— hotels and catering establishments: Moscow, Krasnodar Krai, Moscow Region, St. Petersburg, Rostov Region;

— information and communication, as well as professional, scientific and technical activities: Moscow, St. Petersburg, Moscow region, Krasnodar region, Sverdlovsk region.

Government support facilitates the development of companies from priority sectors. Investment loans under the new program of the Ministry of Economic Development of Russia and the Bank of Russia, subsidies for the placement of securities on the stock exchange, the mechanism of "umbrella" guarantees, microloans, guarantees of regional guarantee organizations and other types of support are available to enterprises.

The results of four years of work to reduce the time for issuing licenses, permits and the number of required documents, convert permits into electronic form and other simplifications for businesses and citizens are enshrined in amendments to the relevant federal laws. The bill was developed by the Ministry of Economic Development of Russia on the instructions of Deputy Chairman – Head of the Government Staff Dmitry Grigorenko. Today, the Federation Council approved these amendments.

"The government is creating conditions for comfortable business in Russia. Optimizing the process of obtaining permits is an important part of this work. We have digitalized the entire procedure – from filing an application to issuing the permit itself. We have established interdepartmental cooperation so that the state does not request documents from an entrepreneur that are at the disposal of government agencies. This approach has allowed us to halve the number of requested documents and the time it takes to obtain a permit. At the same time, the requirements for organizations and individuals themselves remain at the same level," commented Deputy Prime Minister and Head of the Government Staff Dmitry Grigorenko.

According to the State Secretary – Deputy Minister of Economic Development of Russia Alexey Khersontsev, as a result of the implementation of this legislative initiative, 69 federal laws in various areas have been adjusted. It is important to note that the optimization of those government services that have shown positive results and for which it has been possible to obtain confirmation in practice that permits can be provided in a shorter time frame and with a smaller package of documents for the applicant is being consolidated. Such services are included in the law.

"When finalizing the bill at the State Duma with the participation of industry departments and businesses, in particular, the number of types of licenses and permits affected by optimization was expanded. These are permit regimes in the areas of transport, construction, nature management and environmental protection, industrial safety, education, communications, tourism, accreditation of legal entities," explained Alexey Khersontsev, adding that we are talking about areas in demand by businesses and citizens. At the same time, about 9.5 million applications for experimental services were received in 2024 alone.

The law also forms a list of tools with which the experiment was implemented. Firstly, this is a comprehensive application. With its help, you can apply for several permits at once by submitting one application on the Unified State Services Portal. For example, the "Opening a Pharmacy" complex is already available. By the end of the year, it is planned to make about 20 more comprehensive applications available to businesses.

Secondly, the mechanisms of interdepartmental information exchange are being improved. At the stage of preparing applications to the permitting authority on the Unified State Services portal, the necessary information is automatically pulled up and after the application is sent, it is also forwarded to the authority. Since May 2025, such functionality has been tested by Rosreestr when requesting an extract from the Unified State Register.

The bill also develops a mechanism for proactive work between the state and business, noted Alexey Khersontsev.

"The proactive mode is when the systems of the Unified State Services portal remind businesses and citizens of the need to renew permits and automatically send a pre-filled application for their registration – taking into account the current information from other state systems. Since May of this year, eight proactive services from Rosrybolovstvo, FMBA, Rostransnadzor, Rosmorrechflot and other agencies have already been implemented on the Unified State Services portal," he emphasized.
