A new building of the World Ocean Museum "Planet Ocean" with an area of over 10 thousand square meters was opened in Kaliningrad. The construction of the large facility was carried out by the PPK "Unified Customer" and was successfully completed in December 2024. This was reported by Deputy Prime Minister Marat Khusnullin.

"Today is a significant and long-awaited event – the opening of the new building of the Museum of the World Ocean "Planet Ocean". It is especially symbolic that we are opening it on Geographer's Day. The museum itself is unique not only for Russia, but also for many countries in the world. This is the only comprehensive maritime museum. It combines exhibits on the history of oceanography, shipbuilding, marine fauna and flora, as well as naval history. Thanks to the support of the President, the Chairman of the Government, we have a magnificent new building with an area of more than 10 thousand square meters. The unique architectural solution in the form of a globe has already become a calling card of Kaliningrad. This is the result of the joint efforts of a large number of people: architects, engineers, designers, builders, scientists and museum workers. I am confident that the new museum building will become not only a popular place for tourists, but also a major scientific and educational center where future researchers, scientists and defenders of the World Ocean will be educated,” said Marat Khusnullin.

He added that the project was not simple. Construction began back in 2013, the design documentation was adjusted several times, but in the end all the problems were resolved. Marat Khusnullin especially noted the company "Unified Customer in Construction", under whose management the project was transferred in 2021. The Deputy Prime Minister also thanked everyone who took part in the work. The project was implemented within the framework of the comprehensive state program "Construction", supervised by the Ministry of Construction.

"The creation of a unique museum center in all respects was carried out under the personal supervision of the President of Russia Vladimir Vladimirovich Putin. The employees of the Museum of the World Ocean, architects, and builders have done a great job, invested knowledge, experience, and part of their souls so that today we can witness a historical event not only for the Kaliningrad Region, but for the entire country and far beyond its borders," noted the Governor of the Kaliningrad Region Alexey Besprozvannykh.

"Planet Ocean" is a scientific complex with six laboratories, a library and the "Oceania" children's educational center. The building consists of three parts, one of which is a glass sphere with a diameter of 42 m. A canopy stylized as a wave is installed above the entrance.

Deputy Minister of Culture Vladimir Osintsev read out a greeting from the head of the department Olga Lyubimova: "This long-awaited event marks a new stage in the development of the cultural life of the Kaliningrad region, opening up even more opportunities for getting to know the historical, cultural and natural heritage of the Earth. The uniqueness of the project is that it allows everyone to become a participant in a round-the-world expedition. I am confident that the new building of the Museum of the World Ocean will become a center of attraction for residents and guests of Kaliningrad, a platform for creative events, educational programs and cultural initiatives."

Inside the new building there are 29 aquariums with a total volume of over 1,000 cubic meters, where about 2,000 fish and other ocean inhabitants currently live, six scientific laboratories, as well as the “Big Ocean” and “Aquariums” halls, along with a library.

"Carrying out commissioning work on life support systems was one of the most difficult stages of the facility's construction, which included setting up all engineering solutions and subsequent water treatment. All these actions were aimed at creating an optimal habitat for marine inhabitants. The two largest vessels have a volume of 706.4 and 224.6 cubic meters. One of them is more than 8 m deep, and a tunnel made of special acrylic glass runs through the other," said Karen Oganesyan, General Director of the Unified Customer Production and Production Company.

The children's educational center "Oceania", which is part of the "Planet Ocean" building, is already functioning. Its spaces house marine classes and the headquarters of the Kaliningrad regional branch of the Russian Geographical Society, as well as a large lecture hall where film screenings and meetings with scientists are held.

"Planet Ocean" is our most ambitious project. I am grateful to all participants of this difficult process: museum staff, builders, architects, engineers, aquarists and many other specialists. "Planet Ocean" is a complex object. Its uniqueness lies not only in its architectural appearance, but also in its exhibition content. Here, halls with aquariums are adjacent to academic collections, each laboratory is equipped with modern interactive exhibits that allow you to obtain scientific knowledge in an original form. And we are happy to finally invite residents and guests of the region to board this ship of science," said Svetlana Sivkova, founder and president of the Museum of the World Ocean.

The new building will begin accepting guests in a test mode, which involves visiting in sessions as part of organized groups accompanied by a guide, on August 19, 2025.

Dmitry Chernyshenko and Sergey Kravtsov held the All-Russian meeting of regional education ministers

An important disclaimer is at the bottom of this article.

Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov held an All-Russian meeting with the heads of executive bodies of the constituent entities of the Russian Federation implementing state administration in the field of education.

The event summed up the results of the 2024/2025 academic year and identified the key tasks facing the education system in the new 2025/2026 academic year.

Dmitry Chernyshenko thanked the teachers for implementing the key initiatives and events of the Year of the Defender of the Fatherland, declared by President Vladimir Putin. He also expressed words of gratitude to the veterans of the Great Patriotic War and participants in the special military operation, who continue to defend Russia's sovereignty today.

The Deputy Prime Minister noted that, starting last year, on the instructions of President Vladimir Putin, work began on the Strategy for the Development of Education for the Period up to 2036. It combines best practices and innovative approaches, defines clear guidelines for the future, allows for the systematic implementation of set tasks, and guarantees continuity and sustainable development.

"All our achievements were possible thanks to the strategic vision and support of the President. At the initiative of Vladimir Putin, the national project "Education" was launched, which was completed in 2024. As a result, schools, colleges and universities across the country received new opportunities for development. The groundwork created formed the basis for moving forward – already within the framework of the new national project "Youth and Children", – added Dmitry Chernyshenko.

Questions and suggestions regarding the strategy can be sent to the chatbot on the Max platform until October 1.

When preparing for the start of the school year, special attention must be paid to safety issues.

On September 1, more than 18 million children, including about 1.5 million first-graders, will go to 40 thousand schools across the country. In 28 regions, 43 new schools will be ceremonially opened.

Last academic year, an important step was taken towards creating a comfortable and accessible educational environment for students with disabilities.

One of the priority tasks for the new academic year is the development of natural science education. The indicators of the choice of the Unified State Exam in these subjects demonstrate positive dynamics.

This year, 40 thousand specialists graduated from pedagogical universities. There are more than 1 million teachers in Russia. About 30 thousand vacancies are posted on the "Work of Russia" service. In the new academic year, the task is to make teachers' salaries more fair and transparent, as well as to optimize staffing schedules. Also, on August 11, changes to the legislation came into force: students of pedagogical universities received the right to teach in schools and colleges after the 3rd year.

The Deputy Prime Minister thanked the participants for organizing the admissions campaign in colleges.

"Since 2019, the number of students entering colleges has grown by 200,000 people per year. This is a significant increase. And the number of 9th-grade graduates wishing to obtain secondary vocational education has increased by 15%. The admissions campaign is ongoing, but today applicants have already submitted over 3 million 300 thousand applications – 890 thousand more than last year. This is largely due to the successful implementation of the federal project "Professionalism" of the national project "Youth and Children", – he said.

930 thousand applications were submitted for the "Professionality" programs – 1.7 times more than last year. Schoolchildren's interest in technical specialties is growing. 506 clusters were created in 86 regions, including 13 clusters – this year in new regions and border areas. Industrial partners are about 2.5 thousand enterprises, and the volume of investment in colleges exceeded 8.5 billion rubles.

"Education of patriotic, socially responsible citizens based on traditional values is one of the national goals set by our President Vladimir Putin. Educational organizations have introduced positions of advisors to directors on education and interaction with children's public associations. Such advisors have appeared in more than 28 thousand schools and about 3 thousand colleges across the country. The work of advisors should be assessed based on real changes in the educational environment. As part of systematic work on education, we are together forming civic responsibility, values and social skills in the younger generation, which will live and govern our country," noted Dmitry Chernyshenko.

He also recalled that the President set the task of introducing the position of advisor to the director on education in all schools in the country.

In conclusion, the Deputy Prime Minister emphasized that educational work should continue to be carried out on the basis of traditional spiritual and moral values of Russia and be focused on achieving specific, measurable results in the educational environment.

"Today we are holding the All-Russian Conference of Regional Ministers of Education, with representatives from all 89 regions of our country taking part. We are facing new important tasks, and we ask you to pay the most serious attention to them. First of all, I would like to thank you, dear colleagues, for your work. Tomorrow we are holding the All-Russian Pedagogical Congress. The first such congress took place in 1925, and 100 years later we are reviving this tradition. At the congress, we will discuss the strategy for the development of education," said Minister of Education Sergei Kravtsov.

More than 1.2 thousand people will take part in the work of the pedagogical congress – these are public teachers, school principals, winners of professional competitions of the Ministry of Education. The participants will discuss the Strategy for the Development of Education for the Next Decade, work on which is being carried out on the instructions of the President

"We relied in our work on the decision of Mikhail Vladimirovich Mishustin's strategic session. The strategy was discussed in all pedagogical universities, in all regions, a huge array of data was collected, which was used to the maximum extent during its development and will be used in a comprehensive plan for the implementation of the strategy. Our work does not end there, because the discussion is important to us," noted Sergey Kravtsov.

The head of the Ministry of Education presented the key achievements of the past academic year in the areas of general education policy, upbringing, secondary vocational education, infrastructure, personnel reserve and management.

Thus, in recent years, significant results have been achieved in the development of educational infrastructure. Since 2019, 1,688 kindergartens for children under 3 years old have been opened, more than 20 thousand places have been created in private preschool institutions, and 1,644 schools for more than 1 million students have been built. In 2024, this work was continued – the construction of 293 schools was completed and 847 buildings of educational institutions were overhauled. This year, it is planned to open 80 new schools and repair 1,279 buildings, which will create comfortable conditions for children's education.

The department, together with Rosmolodezh and the Ministry of Education and Science, is conducting systematic work on education, and formalism is unacceptable in this area, the head of the Ministry of Education noted.

Sergey Kravtsov also presented the interim results of the summer health campaign: over two shifts, 4.5 million children were covered by organized forms of recreation and health improvement.

The head of the Ministry of Education also outlined the tasks for the coming academic year. Among them is the implementation of the 704th order of the Ministry of Education, which is aimed at forming a single educational space. The order introduces a single lesson plan for individual subjects, regulates the number of tests, and also contains requirements for the workload of schoolchildren.

VK CEO Vladimir Kirienko spoke about the development of the national messenger Max. He noted that over four years of joint work with the Ministry of Education, education has become a systemic direction for the company, and effective services for students and teachers have been created.

During the All-Russian Conference of Regional Education Ministers, Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov presented honorary certificates of the Russian Ministry of Education for consistently high work results. They were awarded to the Minister of Education of the Chuvash Republic Dmitry Zakharov, the Minister of Education of the Republic of Bashkortostan Ildar Mavletberdin, the Minister of Education and Science of the Republic of Mari El Larisa Revutskaya, the Minister of Education of the Voronezh Region Natalya Salogubova, and the Minister of Education and Science of the Republic of Tatarstan Ilsur Khadiullin.

The title of "Honorary Worker of Education of the Russian Federation" was awarded to Konstantin Podrezov, Rector of the Tula State Pedagogical University named after Leo Tolstoy, and Maria Smagina, Minister of Education of the Stavropol Territory.

Marat Khusnullin: Two large multifunctional road service zones have opened on the M-4 Don highway in the Tula and Voronezh regions

Active work on developing service infrastructure for road users continues in Russia. In particular, a network of modern multifunctional zones (MFZ) for road service is being created on the country's backbone network of high-speed highways. Thus, MFZs have opened at the 213th km and 720th km of the M-4 "Don" within the boundaries of the Tula and Voronezh regions. This was reported by Deputy Prime Minister Marat Khusnullin.

"We are consistently updating the road framework of our country, creating conditions for comfortable and safe travel. An important part of this work is the creation of special places for full rest of drivers and passengers during long and short distance trips. We are talking about MFPs, which are becoming not only stopping points, but also centers of attraction, as well as one of the factors in the dynamic development of the regional economy. This is due to the fact that MFPs stimulate the growth of entrepreneurial and business activity, the creation of new jobs. Thus, on the M-4 "Don" at the 213th km in the Tula region and at the 720th km in the Voronezh region, large multifunctional factories have been built. On their territories, service buildings with sales areas of about 1 thousand square meters have been built, terraces, gazebos, play areas for children have been equipped, and areas for walking pets have been organized. At the same time, infrastructure for passengers of intercity buses has been equipped. Thanks to the new roadside service facilities, trips along the main road to the south will become even more convenient," said Marat Khusnullin.

There are petrol stations with separated traffic flows. Separate fuel dispensers for cars and trucks are equipped here. In addition, comfortable parking lots for cars and trucks are organized.

According to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, the flagship MFPs on the M-4 Don highway fully comply with the principles of customer centricity, since they are equipped with everything necessary for drivers and passengers.

"The M-4 Don highway is one of the most popular roads in the country, especially in the summer, when many people head south. At this time, the flow of cars increases several times. And in order to provide comfortable conditions for our users, we continue to develop the MFS network, since roadside service directly affects traffic safety. A good rest on the road reduces the risk of an accident, especially in heavy traffic conditions. This task is solved by MFS, since they provide such an opportunity to drivers, acting as an important element in ensuring safe road traffic. In addition, MFS is not only an integral part of modern roadside service, but also a critical element of the comprehensive infrastructure development of the country," said Vyacheslav Petushenko.

Taiwan issue is purely China's internal affair – Chinese Foreign Ministry

BEIJING, Aug. 18 (Xinhua) — The Taiwan issue is China's internal affair and the Chinese people themselves should decide how to resolve it, Foreign Ministry spokeswoman Mao Ning said Monday.

The diplomat made this statement at a regular departmental press briefing in response to a relevant question, emphasizing that Taiwan is an inalienable part of China's territory, and the Chinese side's position on the Taiwan issue remains consistent and clear.

She said China will pursue the prospect of peaceful reunification with the utmost sincerity and utmost efforts, but will never allow any person or force to separate Taiwan from China by any means.

In response to another question regarding the German Foreign Minister's remarks on China's actions in the Taiwan Strait, East China Sea and South China Sea, Mao Ning recalled that the one-China principle is the political basis for establishing and developing diplomatic relations between China and the rest of the world, as well as the fundamental norm of international relations and the prevailing consensus of the international community.

As Mao Ning pointed out, in order to maintain peace and stability in the Taiwan Strait, it is necessary to unconditionally adhere to the one-China principle and resist the actions of separatists advocating for “Taiwan independence.”

Noting that the current situation in the East China Sea and the South China Sea is generally stable, Mao Ning called on relevant parties to respect the joint efforts of regional countries to resolve issues through dialogue and consultation and maintain peace and stability, rather than provoke contradictions and escalate tensions. –0–

The return of Taiwan to China is a result of victory in World War II and an important component of the post-war world order – Chinese Foreign Ministry

BEIJING, Aug. 18 (Xinhua) — The return of Taiwan to China is a result of victory in World War II and an important part of the post-war world order, Chinese Foreign Ministry spokesperson Mao Ning said Monday.

The diplomat made the corresponding statement at a regular departmental press briefing in response to a request to comment on the statements of the head of the department for foreign affairs of the Chinese region of Taiwan that after the end of World War II, the “San Francisco Peace Treaty” replaced such political documents as the Cairo and Potsdam Declarations, and under this treaty Taiwan was not transferred to the People's Republic of China.

“This distorting and misleading rhetoric once again exposes the blatant separatist nature of the Lai Qingde administration,” Mao Ning said, pointing out that a number of documents that have legal force under international law, such as the Cairo and Potsdam Declarations and the Japanese Instrument of Surrender, affirm China’s sovereignty over Taiwan.

“The historical and legal facts that prove Taiwan belongs to China are irrefutable,” the official representative noted.

The official representative recalled that on October 1, 1949, the People's Republic of China was founded, and the Central People's Government of the PRC became the sole legitimate government representing the whole of China, while the change of government occurred without changing China's legal status as a subject of international law. China's sovereignty and its ancestral territories remained unchanged. As a result, the PRC government naturally fully enjoys and exercises sovereignty over China, including sovereignty over Taiwan, the diplomat added.

According to Mao Ning, the so-called “San Francisco Peace Treaty” is an illegal and invalid document that was drawn up by some countries at the initiative of the United States after World War II, excluding China and the USSR, and was a separate peace treaty with Japan. This document violates the provisions of the Declaration of the United Nations of 1942, signed by 26 countries, including China, the United States, Great Britain and the USSR, and is contrary to the UN Charter and the fundamental principles of international law.

Therefore, everything stated in this document, including issues of sovereignty over Taiwan or the disposal of territories and sovereign rights of China, which did not sign this treaty, is illegal and invalid, Mao Ning said.

According to her, the Lai Qingde administration has completely abandoned its national position, ignores the results of the victory in the Chinese People's War of Resistance against Japanese Aggression, and shamelessly distorts the history of World War II. This deserves contempt, the diplomat noted.

Mao Ning stressed that no matter what the Lai Qingde administration says or does, it cannot change the fact that Taiwan is part of China's territory, as proven by history and law. It also cannot change the fundamental international consensus on the one-China principle, much less stop the historical trend of China's reunification, the Chinese Foreign Ministry spokeswoman added. -0-

Exclusive: China made an invaluable contribution to the victory over world fascism and Japanese militarism – Deputy Director of the Belarusian State Museum of the History of the Great Patriotic War R. Rum

MINSK, Aug. 18 (Xinhua) — China has made an invaluable contribution to the victory over world fascism and Japanese militarism, Rimma Rum, deputy director for research at the Belarusian State Museum of the History of the Great Patriotic War, told Xinhua in Minsk.

R. Rum made the corresponding statement during the opening of a photo exhibition called “Remembering the Past, Creating the Future” in honor of the 80th anniversary of the victory in the Chinese People’s War of Resistance against Japanese Aggressors and the World Anti-Fascist War. The exhibition opened on August 15 in the Victory Hall of the Belarusian State Museum of the History of the Great Patriotic War.

"The topics of the Great Patriotic War and the Second World War are very relevant now. For Belarusians and Chinese, it is very important to preserve historical memory, to pass it on to future generations. The photo exhibition that opened in the Museum of the History of the Great Patriotic War is truly a documentary source about those tragic and bloody events in which the Chinese people suffered terrible losses because of the Japanese militarists. And this should not be forgotten under any circumstances," R. Rum emphasized.

The Xinhua correspondent's interlocutor noted that China had been under Japanese occupation since 1931. A similar situation developed in Belarus, which had been occupied by the Nazi invaders since 1941.

"Compared to China, our enemy occupation did not last as long. Nevertheless, this is what connects us, this is a common tragedy, these are the destructions, the victims that both peoples suffered – both Chinese and Belarusian. And, of course, China made an invaluable contribution to the victory over world fascism and Japanese militarism. Our friendship, our joint struggle – this is what connected us even then, and this was the impetus that led to the Great Victory," R. Rum noted.

Speaking about the horror of the Nanjing massacre, R. Rum recalled that similar tragic events also took place in Belarus during the Great Patriotic War. “If we draw a parallel with Belarus, then this is, of course, the Maly Trostenets death camp, where 546 thousand innocent people died,” the expert noted.

She also pointed out that during the Great Patriotic War, Minsk was almost 80 percent destroyed. “After the liberation of Minsk from the Nazi invaders on July 3, 1944, only a few buildings survived in the city. And between Nanjing and Minsk, of course, there is a historical connection, and historical parallels are noticeable. This unites us. The main thing is not to forget the past, to preserve the memory,” R. Rum summed up. –0–
