BEIJING, Aug. 21 (Xinhua) — A series of reports released Thursday clarify the historical and legal basis of China's territorial sovereignty and maritime rights in the South China Sea, shed light on the realities behind external forces' interference in the South China Sea issue, and detail the practical results of China's efforts to promote the South China Sea as a sea of peace, friendship and cooperation.

The series of reports, titled “The Truth About the South China Sea,” was published in Chinese and English by the Xinhua Institute, a think tank affiliated with the Xinhua News Agency.

The series of reports consists of three documents, including two new ones, titled “Historical and Legal Basis for China’s Territorial Sovereignty and Maritime Rights in the South China Sea” and “Incitement, Threats and Lies – The Truth about External Forces’ Interference in the South China Sea Issue.” The report, titled “Making the South China Sea a Sea of Peace, Friendship and Cooperation: China’s Actions,” was published earlier in June.

2025 marks the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

The reports said that eight decades ago, as part of the post-war international order and global landscape, China resumed the exercise of sovereignty over the Nanhai Zhudao Islands (South China Sea Islands) in accordance with international legal instruments such as the Cairo Declaration and the Potsdam Declaration. China's sovereignty over the Nanhai Zhudao Islands and its related rights and interests have been widely recognized by the international community.

According to reports, in recent years, extra-regional powers have unleashed “great power competition” targeting China in the so-called “Indo-Pacific” and used the South China Sea issue as a means to contain China, inciting relevant claimant states, including the Philippines, to provoke China and escalate tensions in the South China Sea.

The reports say that the misguided actions of extra-regional powers to denigrate and contain China reflect a self-projection of the modern strategic worldview of Western countries, which is focused on the pursuit and maintenance of hegemony.

HOHHOT, Aug. 21 (Xinhua) — Five people have been killed in torrential rains that have hit several areas in Ordos City in north China's Inner Mongolia Autonomous Region since Monday, local authorities said Thursday.

Three people previously reported missing in Ordos' Dalad Qi khoshun have been found, two of whom were confirmed dead and one rescued. The survivor is in stable condition and is being treated at Ordos Central Hospital.

KYIV, Aug. 21 (Xinhua) — Ukrainian President Volodymyr Zelensky said the country has successfully tested its own Flamingo missile, which has a range of 3,000 km, Interfax-Ukraine reported on Thursday.

V. Zelensky added that Ukraine will have more Flamingo missiles by winter, and their mass production should be established by the end of December this year or in January-February next year.

LONDON, Aug. 21 (Xinhua) — Britain's annual consumer price inflation accelerated to 3.8 percent in July from 3.6 percent in June, the highest since January 2024, the country's Office for National Statistics said on Wednesday.

In July, the consumer price index rose by 0.1 percent compared with a fall of 0.2 percent a year earlier.

“Inflation indicators continue to flicker and the July figure was slightly higher than most analysts had forecast,” said Stuart Morrison, research manager at the British Chambers of Commerce. He added that there was little sign that inflation would approach the Bank of England’s 2% target any time soon.

A survey by the British Chambers of Commerce found that inflation remains the main concern for more than half of UK small and medium-sized firms. Mr Morrison said national insurance, wage growth and tariffs were adding to the pressure, while persistent inflation could limit the Bank of England's ability to cut interest rates further.

The UK's Office for National Statistics also said July consumer price index in the UK was significantly higher than preliminary estimates for France and Germany, rising by around 1% and 2% respectively. –0–

Vladivostok, Aug. 21 (Xinhua) — An earthquake measuring 5.6 in magnitude struck the eastern coast of Kamchatka on Thursday, the Kamchatka branch of the Federal Research Center of the Unified Geophysical Service of the Russian Academy of Sciences reported on its Telegram channel.

The earthquake was recorded on August 21 at 06:44 Moscow time /15:44 Kamchatka time/. The epicenter of the earthquake was located 208 km from Petropavlovsk-Kamchatsky in the Pacific Ocean, its source was at a depth of 50.4 km. Local residents felt tremors.

The economic effect from the implementation of Bashneft's energy saving program exceeded 660 million rubles

The economic effect from the implementation of the energy saving program of the enterprises of ANK Bashneft (part of the Rosneft structure) for the first half of 2025 amounted to more than 660 million rubles, which is 55% more than the same indicator last year.

Improving the efficiency of production assets is one of the key elements of the Rosneft-2030 strategy. The company and its subsidiaries are systematically working towards the rational use of energy resources and reduction of energy consumption, optimization of electrical loads and thermal processes.

Bashneft's key enterprise for oil and gas production, Bashneft-Dobycha, provided almost half of the economic effect for the first 6 months of the current year; energy consumption was reduced by 9.5 thousand tons of equivalent fuel or 360 million rubles. Bashneft-Dobycha is actively implementing domestic technologies to improve the energy efficiency of production wells and ground infrastructure facilities, electricity and heat supply networks.

The effect of energy-saving measures at Bashneft-Polus (Bashneft's production asset in the Yamalo-Nenets Autonomous District) amounted to 140 tce, which is 57% higher than the planned figure. The increase in savings is due to the optimization of the technological mode of well operation.

The Sorovskneft enterprise (Bashneft's production asset in the Khanty-Mansiysk Autonomous Okrug) received an economic benefit of 5.5 million rubles due to the introduction of energy-efficient equipment at the mechanized well stock.

Energy savings in the first half of 2025 at the Ufa group of Bashneft refineries exceeded 270 million rubles, which is 75% more than the same indicator last year. The result was achieved due to the introduction of domestic soot blowers, changes in the heating scheme of storage tanks, and the replacement of air heaters in process units.

The effect of the energy saving program at the petrochemical plant Ufaorgsintez amounted to 31.5 million rubles; savings were achieved by changing the design of the columns of one of the units and optimizing the operation of the pyrolysis furnace.

Bashneft-Retail saved RUB 1.5 million in the first 6 months of 2025 by replacing outdoor lighting with energy-saving lamps with an automatic control system, as well as by introducing energy-efficient electric heating boilers.

Media students from both countries unite on the shores of Issyk-Kul

The III Russian-Kyrgyz Student Media Forum was successfully held on the shore of the picturesque Issyk-Kul Lake in Kyrgyzstan. Organized by the Ministry of Science and Higher Education of the Russian Federation with the support of RTU MIREA, it brought together 100 active representatives of student media from 11 Russian and 6 Kyrgyz universities. The forum was opened by the Minister of Science and Higher Education of the Russian Federation Valery Falkov and the Minister of Science, Higher Education and Innovation of the Kyrgyz Republic Baktiyar Orozov.

In his speech, Valery Falkov noted: Modern media communications are a profession, a type of human activity that has always attracted people. Also, Artem Belyaev, senior lecturer of the Department of Information and Computing Technologies of KRSU, gave his lecture on the topic "Modern Technologies and Information Culture". The speaker talked about key trends in the development of digital technologies and their impact on the media industry, paying special attention to the practical application of neural networks. Using ChatGPT as an example, Artem Aleksandrovich showed how to create programming projects, evaluate the accuracy of the results and check them, giving the participants valuable recommendations on the use of modern digital tools in journalism and media.

The media forum became an important platform for exchanging experiences and launching joint initiatives in the field of modern media and digital communications. Its holding confirmed the growing role of youth projects in the development of technological leadership and international cooperation.
