The winners of the 10th All-Russian Competition of the Best Projects for Creating a Comfortable Urban Environment and the 4th Competition for the Subjects of the Far Eastern Federal District were announced at the plenary session of the All-Russian Forum "Development of Small Towns and Historical Settlements". The All-Russian competition has been organized by the Ministry of Construction of Russia since 2018 on the instructions of the President. In 2025, the rules for its holding changed: now small towns and key settlements with a population of up to 5 thousand residents, as well as historical settlements of federal and regional significance (except for cities of federal significance) can participate in it. In addition, the new rules provide for the removal of restrictions on participation in the competition for historical settlements that are administrative centers with a population of up to 300 thousand people. The expansion of the number of potential participants made it possible to include an additional 15 cities in the competition.

All applications submitted to the competition were selected by leading experts in the fields of architecture, urban development policy, economics, sociology, protection of cultural heritage sites and archeology. During the review of the projects, the expert commission paid special attention to the quality of the development of architectural and planning concepts, the preservation of cultural and historical heritage and natural landscape, as well as the use of environmentally friendly building materials.
