Moscow, October 24 /Xinhua/ — During the 15th Five-Year Plan period (2026-2030), China intends not only to maintain its leadership but also to create new market niches and global standards. Nikita Stepanov, a senior researcher at the Institute of Economics of the Russian Academy of Sciences, expressed this opinion in an interview with Xinhua, summing up the results of the 4th Plenary Session of the 20th Communist Party of China Central Committee.

"I believe the 15th Five-Year Plan will focus on deepening and scaling up the successes of the 14th, strengthening the green economy and digital technologies. China intends not only to maintain its leadership but also to create new market niches and global standards," he said.

According to the Russian economist, over the next five years, the focus will be on creating an "intellectual economy" with support for innovative startups and technologies. Among the strategic areas, he named research and implementation of the 6G network, as well as the expanded use of artificial intelligence and big data in industry, agriculture, and public administration. "Special attention will be paid to quantum technologies, biotechnology, new materials, and space exploration. New government projects and grants for world-class research centers will emerge," N. Stepanov suggested.

The expert expects China to continue its efforts to integrate into global technology chains, while maintaining its commitment to technological independence and developing its own manufacturing base. Furthermore, measures to achieve carbon neutrality by 2060 will be strengthened, including expanding renewable energy, developing carbon capture and storage technologies, and mass electrification of transport. To mitigate external shocks and trade risks, China will focus on increasing domestic demand, improving the quality of life for citizens, and developing the middle class.

"Thus, the 15th Five-Year Plan will be balanced in its focus on innovative and environmentally friendly development, improving the domestic market and social stability, and reducing vulnerability to external risks in an unstable global economy," N. Stepanov believes.

Regarding expectations for cooperation between Russia and China over the next five years, the agency's interlocutor is confident that it will expand, becoming increasingly comprehensive and strategic. He described the two countries' interactions as a mutually beneficial and strategically deepening partnership, noting several important trends: growing mutual trade and expanding joint projects in energy, infrastructure, high technology, and agriculture.

According to the expert, mutual interest in diversifying economies and sales markets, the desire to ensure technological independence and innovative breakthroughs, geopolitical conditions, and shared strategic goals in creating a multipolar and more equitable international order will favorably influence cooperation between the two countries.
