SHANGHAI, Oct. 12 (Xinhua) — The upcoming Global Summit in Beijing is "not only a tribute to the past but also a strategic opportunity to shape the future," BRICS New Development Bank (NDB) President Dilma Rousseff said in an interview with Xinhua.

"Thirty years after the historic Fourth World Conference on Women, we return to Beijing with a renewed sense of purpose," said D. Rousseff. "I expect this summit to be more than just a celebratory event, but a catalyst that will reaffirm past commitments and define new, concrete priorities for the next generation," she added.

D. Rousseff called for a transition “from principles to power – from promises to policy.”

“It’s time to remove the barriers that still limit women’s lives and create systems that recognize women not as beneficiaries, but as agents of change,” she said.

"In a world facing multiple crises, women are not a problem to be solved, but a solution to be made," emphasized D. Rousseff. "The World Leaders' Meeting on Women must reflect this truth not only in its statements but also in the actions it inspires. History calls to us once again, and we must respond with courage, clarity, and collective will."

D. Rousseff called the Fourth World Conference on Women, held in Beijing in 1995, “a landmark moment in our collective struggle for gender equality,” which resulted in the Beijing Declaration and Platform for Action—“an unprecedented global commitment to women’s rights.”

"This event changed the course of global debate and provided a comprehensive framework for action in 12 critical areas, including poverty alleviation, education, health, violence prevention, political participation, and environmental protection. Thirty years later, its legacy remains not only relevant but also vital. This platform is not only a historical document but also a living roadmap," said D. Rousseff.

Despite the ongoing challenges, D. Rousseff stated that women are not waiting for change, but leading it. "Women's empowerment is fundamental to building a just, sustainable, and peaceful future. The spirit of the Beijing conference calls us not to celebrate, but to act with the urgency that gender equality demands," she added.

As President of the NDB, established by the BRICS countries, D. Rousseff emphasized the role of multilateral financial institutions in promoting inclusive and gender-equitable development.

"Finance is not neutral," she said. "We must not only finance economic growth, but also shape the type of development we seek—inclusive, sustainable, and equitable."

As the NDB's first female president, D. Rousseff said the bank supports projects that expand women's access to clean water, energy, transportation, and housing, particularly in rural and low-income communities.

According to D. Rousseff, China's Global Governance Initiative was launched at a critical moment in history. "By advancing the creation of a community with a shared future for humanity, the initiative facilitates a transition from dominance and unilateralism to partnership and collective progress," she said.

"Progress for women is inseparable from progress for humanity. Guided by this principle, the Global Governance Initiative has the potential to contribute to the construction of a multipolar, peaceful, and just world," noted D. Rousseff.
