New service with artificial intelligence in the capital supplier portal It forms the main content of the contract and its terms, allowing entrepreneurs to save time on studying the details of the quotation session and make a decision on participation more quickly. This was reported by the Moscow Department of Information Technology.
"Following Sergei Sobyanin's instructions, Moscow is expanding the use of artificial intelligence technologies across all sectors. Around 800 bidding sessions are published daily on the supplier portal: each procurement has its own delivery terms and requirements for participants. The new AI service will help suppliers reduce the time spent reviewing documentation, thereby more quickly selecting suitable sessions for participation. The tool is based on generative artificial intelligence trained on a large language model of standard contract data. Using machine analysis, the service processes uploaded contracts and produces a concise summary of key parameters: contract subject matter, cost, supplier requirements, performance deadlines, delivery and payment terms, and other important details," said Roman Urnyshev, Deputy Head of the Moscow Department of Information Technology.
A bidding session is a mini-auction in which participants compete with each other, successively lowering the initial maximum contract price. Such a session can last three hours, six hours, or a day. The participant with the lowest bid wins.
This method is used to purchase construction, household, and medical supplies, office supplies, electronics and office equipment, communications equipment, software, and more. This format allows customers to purchase products at competitive prices, and suppliers to gain access to government contracts and quickly conclude contracts.
"Using quotation sessions, Moscow customers can purchase goods worth up to five million rubles, and works and services worth up to three million. In the first six months of this year, approximately 93,000 quotation sessions were held on the supplier portal. The introduction of new services helps make mini-auctions even more convenient and effective, allowing for a wider range of entrepreneurs to participate, increasing competition, and ultimately saving budget funds," said the head of the Moscow Department of Competition Policy.
On the portal, buyers can select the duration of mini-auctions. The AI service operates for all bidding sessions and automatically generates a document summary within an hour of the tender's publication. This summary is generated primarily for three-hour sessions, ensuring suppliers quickly receive all the key information and have time to make an informed decision. To use the service, simply open one of the bidding sessions on the portal and select the document summary file in the "Documents" section.
The service is useful for all procurement participants—suppliers can more quickly assess the feasibility of participation. This is especially important for new portal users, who sometimes struggle to quickly navigate voluminous documentation.
As Sergei Sobyanin previously noted, the supplier portal has been operating for over 12 years as an effective tool for interaction between government customers and businesses. Over the past six months, it has hosted purchases amounting to almost 58 billion rubles.
The supplier portal was created in 2013 to automate small-volume procurement. Today, the resource serves over 60,000 customers from 43 regions and over 380,000 suppliers from across the country. More than 1,500 contracts are concluded daily. The procurement platform is overseen by two Moscow departments: the functional customer is Department of Competition Policy, and is responsible for the technical development of the resource Department of Information Technology.
