Moscow, September 29 (Xinhua) — Russia's non-oil and gas federal budget revenues are projected to increase in the period 2026-2028. This follows from the explanatory note to the draft federal budget for 2026 and the planning period of 2027 and 2028. The document was published on Monday in the electronic database of the State Duma of the Russian Federation.
“Non-oil and gas revenues of the Russian federal budget in 2026 will amount to 31.4 trillion rubles, in 2027 – 33.9 trillion rubles, in 2028 – 36.2 trillion rubles,” the document states.
It is noted that the non-oil and gas deficit will be reduced to 4.8 percent of GDP in 2027 (by 1.8 percentage points of GDP compared to 2025) and will remain at a stable level in 2028.
Previously, amendments to the 2025 budget revealed that non-oil and gas revenues for the Russian federal budget this year will total 27.9 trillion rubles, 2.2 trillion rubles less than previously projected. The lower estimate for non-oil and gas revenues is primarily due to lower revenues from certain taxes and non-tax payments.
