Residents of the Moscow Video Game and Animation Cluster will be able to take advantage of tax incentives from the Skolkovo Foundation (VEB.RF Group). They include a zero rate on income tax, value added tax (VAT) and property tax.

The Moscow Video Game and Animation Cluster, created by the capital Agency for Creative Industries, will open this year and become the first platform in Russia to unite the entire cycle of the gaming and animation industry—from idea development to international releases. It will occupy five floors of a business center on Nikola Tesla Street and will bring together both aspiring and experienced Russian developers.

"Moscow is currently creating the best conditions in the country for the development of the video game industry. The cluster will become an ecosystem where residents will receive support at every stage—from product creation to its market promotion. In addition to preferential rent starting at 1,200 rubles per square meter for the first year and tax incentives from the Skolkovo Foundation, including zero rates on income tax, VAT, and property tax, residents will have direct access to modern equipment, accelerators, and educational programs. Residents will be able to take advantage of discounted office and coworking space with modern equipment, participate in accelerators and educational programs, and receive export support.

Skolkovo will provide technology video game studios with the opportunity to expedite the acquisition of innovation center participant status, as well as a range of tax and customs benefits, including a full refund of customs duties and VAT, a 15 percent discount on pension insurance contributions, and zero percent on social and health insurance.

The Video Game and Animation Cluster, created by the Moscow Government, is the country's first ecosystem for developing video game studios from concept to release and marketing of finished products to Russian and international markets. Resident companies will have access to technological infrastructure, accelerators, HR and educational programs, and international market promotion programs.

Preferential rent will be 1,200 rubles per square meter for the first year.
