Rebuilding efforts in cities in Donbas and Novorossiya are clearly linked to their long-term development plans, creating a comfortable living environment. The restoration of Severodonetsk in the Luhansk People's Republic is proceeding according to this principle. For example, the Unified Institute of Spatial Planning has developed a territorial planning project for the central part of the urban district, as announced by Deputy Prime Minister Marat Khusnullin.

"One of the industrial centers of Donbas is the Severodonetsk agglomeration in the LPR. Restoration work is underway there, which also includes spatial development. The United Institute of Spatial Planning, which developed the territorial planning project for the city of Severodonetsk, is proposing a set of measures that will both accelerate the restoration of the historic center and create a modern urban environment, creating all the necessary conditions for this on an area of 118.4 hectares," the Deputy Prime Minister explained.

The document contains proposals for housing restoration and the construction of new apartment buildings. Furthermore, the project calls for the creation of modern social, engineering, and transport infrastructure. During the development of the plan, specialists also focused on landscaping and the creation of green spaces: green spaces, including boulevards and squares, are planned for residential areas and near social facilities.

The Deputy Prime Minister noted that the revival of the city of chemists has become a shared effort between specialists from the Perm Krai, the lead region, and federal clients. The Territorial Development Fund (PDF) is carrying out a comprehensive modernization of the housing and utilities system in Severodonetsk: stationary boiler houses have been restored, a new one (the 80th Anniversary of Victory) is under construction, the Shchedrishchensky water intake has been modernized, and major repairs have been completed on the second lift of the Zamulovsky water intake and sewer pumping station. Since the beginning of restoration work in the city, the PDF, the Single Client in Construction, has renovated 415 apartment buildings and continues to work on social facilities.
