China, Poland reach consensus at meeting of intergovernmental commission on cooperation

WARSAW, Sept. 15 (Xinhua) — The 4th meeting of the China-Poland Intergovernmental Cooperation Commission was held in Warsaw on Monday. It was co-chaired by member of the Political Bureau of the Communist Party of China Central Committee and Chinese Foreign Minister Wang Yi and Polish Deputy Prime Minister and Foreign Minister Radoslaw Sikorski.

The two sides held a comprehensive and in-depth exchange of views on the current state of bilateral relations, as well as on international and regional issues of mutual interest, reaching consensus in various areas.

Recalling the 75th anniversary of the establishment of diplomatic relations between the two countries last year, the two sides agreed that this should serve as impetus for further development of bilateral cooperation within the framework of the China-Poland comprehensive strategic partnership. The two sides agreed to further strengthen and expand bilateral exchanges and effective cooperation, and hold regular meetings of the intergovernmental cooperation commission.

This year marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union. The two sides agreed that this provides an important opportunity for the development of bilateral relations between China and the EU member states and can serve as a platform for addressing common political and economic issues.

The parties reaffirmed their support for international law, with the UN Charter at its core, and for the international order based on the fundamental principles of international law. They reaffirmed their commitment to continue effective cooperation at key multilateral venues such as the UN, the Asia-Europe Meeting (ASEM), and the World Trade Organization.

The two sides also reaffirmed their mutual commitment to expanding bilateral exchanges and cooperation in various fields and at all levels based on the Action Plan for Strengthening the Comprehensive Strategic Partnership between the People's Republic of China and the Republic of Poland (for the period 2024-2027).

The parties acknowledged the urgent need to implement the decisions taken by Chinese President Xi Jinping and Polish President Andrzej Duda during their talks in Beijing in June 2024, in particular the agreement on a cooperation protocol on zoning and regionalization of territories in the fight against highly pathogenic avian influenza.

The parties also exchanged views on the importance of developing efficient and economically competitive Eurasian transport corridors and Poland’s key role in this process.

They recognised the benefits of providing mutually beneficial services to increase the volumes of cargo carried by rail, sea and air transport, as well as from consolidating existing and potential routes and supply chains.

The parties expressed their readiness to ensure the safety and continuity of China-Europe freight rail service. They also noted their common interest in developing direct air routes and balanced growth of competitive air transportation between China and Poland.

The ministers welcomed the bilateral economic dialogue of the working group on ensuring unimpeded trade and the standing working group on investment promotion, jointly established by the Ministry of Economic Development and Technology of Poland and the Ministry of Commerce of China. Both groups operate within the framework of the joint commission on economic cooperation, and the parties agreed to hold the next meeting of the commission as soon as possible.

The parties recognized the potential of Chinese-Polish trade and economic cooperation and agreed that efforts should be focused on the sustainable development of bilateral trade and diversification of the range of goods and services.

The parties discussed China's issuance of licenses for the export of rare earth metals to Poland, and also confirmed the need to strengthen contacts and dialogue between the export control departments of the two countries and actively promote trade in dual-use goods in accordance with the rules.

Based on the premise of ensuring biological security, the parties will, in accordance with laws and regulations, advance work to lift bans related to animal epidemics, and jointly promote the entry of Polish agricultural and food products into the Chinese market, thereby contributing to the further expansion of the scope of bilateral trade in these categories of goods.

The parties expressed their willingness to further expand mutual investments. In particular, they acknowledged Poland’s commitment to developing the full value chain of its own electric vehicle industry, building on the country’s potential as Europe’s largest exporter of lithium-ion batteries, and agreed to encourage enterprises from both sides to seek opportunities for mutually beneficial cooperation in expanding the Polish electric vehicle sector in accordance with commercial principles.

The parties agreed that such cooperation is highly sought after, given the two countries’ climate commitments and the green transition processes in their economies.

Considering the current positive dynamics in the area of humanitarian contacts between the two countries and the noticeable growth in bilateral tourist flow, the parties decided to further stimulate cooperation in the field of tourism.

The parties recognized the importance of China's visa-free policy for the sustainable growth of the tourism industry.

The two sides decided to further encourage cooperation between tourism organizations and their participation in tourism fairs. They also promised to support in-depth exchanges and practical cooperation in the cultural field.

The parties assessed the results of the work of existing mechanisms of bilateral consultations between the foreign ministries of the two countries, such as the strategic dialogue at the level of deputy foreign ministers.

The ministers reached an agreement in principle to continue holding meetings of the intergovernmental commission on cooperation every two years on a rotational basis.

The next plenary meeting of the intergovernmental commission on cooperation will be held in Beijing in 2027. It will assess the implementation of the Action Plan for Strengthening Comprehensive Strategic Partnership between the People's Republic of China and the Republic of Poland /for the period 2024-2027/. –0–
