BEIJING, Sept. 10 (Xinhua) — The number of stores in China providing value-added tax (VAT) refund services to outgoing foreign tourists exceeded 10,000 by the end of August this year, according to data released Wednesday by the General Administration of Taxation.
In the first eight months of 2025, the number of overseas tourists who applied for a tax refund when leaving China increased by 247.8 percent compared with the same period last year. The sales volume of relevant goods and the amount of VAT refund increased by 97.5 percent and 96.9 percent, respectively.
The exit VAT refund policy allows foreign tourists leaving China to claim a refund of the said tax on purchases made at designated tax-free shops. At present, this policy is helping to transform the growing inbound tourist flows into a dynamic consumer force, and has become a new stimulus for the growth of consumption in the inbound tourism sector.
China began implementing this policy in 2015. Since then, the VAT refund rate for outbound Chinese tourists has continued to increase year on year, benefiting more overseas travelers.
In April this year, China streamlined its VAT refund policy for foreign tourists. The new measures include lowering the minimum refund threshold for purchases, raising the cash refund limit, expanding the network of tax-free stores, and expanding the range of products covered by the policy. -0-
