BEIJING, Sept. 2 (Xinhua) — Chinese President Xi Jinping and Russian President Vladimir Putin on Tuesday said China-Russia relations serve as a benchmark for major-country relations and vowed to strengthen high-level exchanges, mutual support and coordination to further develop bilateral ties in the future.

As Xi Jinping noted during talks with Vladimir Putin, who arrived in China to attend the 2025 Shanghai Cooperation Organization (SCO) summit and events marking the 80th anniversary of the Victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, Chinese-Russian relations are characterized by eternal good-neighborliness and friendship, comprehensive partnership and strategic interaction, mutually beneficial cooperation and win-win.

According to the Chinese President, China is willing to strengthen high-level exchanges with Russia, support each other's development and rise, promptly coordinate positions on issues affecting the core interests and major concerns of the two countries, and promote further progress in interstate relations.

Xi Jinping stressed that the two sides should guide each other's cooperation through large-scale projects, create model cooperation projects, and promote the deep integration of each other's interests. He called for enhancing the sustainability of cooperation, deepening mutual understanding in cooperation, and making efforts to consolidate and safeguard the overall situation of cooperation.

In 2024, trade turnover between the two countries increased to 244.8 billion US dollars. China has remained Russia's largest trading partner for 15 years in a row.

In May of this year, the Chairman of the PRC paid a state visit to Russia and took part in celebrations in Moscow dedicated to the 80th anniversary of the Victory of the Soviet Union in the Great Patriotic War.

According to Xi Jinping, the mutual participation of the leaders of China and Russia in the events held by both sides to mark the victory of the World Anti-Fascist War fully demonstrates the responsibility of the two powers as the main victors of World War II and permanent members of the UN Security Council. It also shows the firm determination of the two countries to uphold the results of the victory in World War II and the correct view of its history, the Chinese leader added.

Xi Jinping pointed out that the Global Governance Initiative he put forward aims to work together with all countries with common aspirations and ideals to resolutely safeguard the purposes and principles of the UN Charter and promote the building of a fairer and more reasonable global governance system.

China and Russia should further strengthen cooperation within multilateral formats including the UN, SCO, BRICS and the G20, to jointly promote the building of a community with a shared future for mankind, the Chinese president said.

The Global Governance Initiative is the fourth major global initiative put forward by Xi Jinping in recent years, following the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. The Chinese leader previously outlined five principles for the Global Governance Initiative: upholding sovereign equality, upholding the international rule of law, implementing multilateralism, pursuing a people-centered approach and being action-oriented.

V. Putin, for his part, noted that the close communication between the leaders of the two countries reflects the strategic nature of Russian-Chinese relations, which are at an unprecedentedly high level.

The Russian President noted that the decision to jointly celebrate the anniversary of Victory in the Great Patriotic War and the Chinese People's War of Resistance against Japanese Aggression is "a tribute to the feat of our peoples, the peoples of Russia and China, during the Second World War, a confirmation of the key role of our countries in achieving victory in the European and Asian theatres of military operations, and evidence of a common readiness to defend historical truth and justice."

According to the Russian President, the Global Governance Initiative put forward by President Xi Jinping is timely and necessary, and will play an important role in solving the problem of the global governance deficit.

V. Putin stressed that Russia is ready to maintain strategic cooperation with China, strengthen high-level exchanges, and enhance practical cooperation in various fields, promoting further high-level development of bilateral relations.

The two heads of state also discussed in depth international and regional issues of mutual interest.

The parties signed more than 20 documents on bilateral cooperation in areas such as energy, space, artificial intelligence, agriculture, inspection and quarantine, healthcare, scientific research, education and media.
