In March 2022, a measure to support entrepreneurs was introduced in Moscow, within the framework of which investors can lease land plots at a preferential rate of only one ruble per year. During this time, the city has concluded 17 lease agreements for plots of land for the construction of construction industry enterprises. "Since 2022, the city has provided investors with land plots with a total area of about 92 hectares at a preferential rate of one ruble per year for the construction of enterprises that will specialize in the production of construction and finishing materials. The total area of the facilities will be approximately 700 thousand square meters. The volume of private investment will be about 32 billion rubles. The implementation of these MAIPs will contribute to the development of the urban development industry and provide it with modern domestic products," said Vladimir Efimov.
Large-scale investment projects have been implemented in the capital since 2016. They have become one of the key instruments for the development of the city's economy.
"On the instructions of Sergei Sobyanin, modern industrial complexes are being built in the capital, which ensure economic growth and create new jobs for residents. More than 5.5 thousand new jobs will be created at construction industry enterprises built as part of large-scale investment projects. The complexes will produce architectural concrete, ceramic products, aerated concrete blocks, prefabricated reinforced concrete structures and other products, which will significantly increase the volume of production of building materials and strengthen the industrial base of the city," said the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.
Land plots were allocated in the northwest and southeast of the capital, as well as in Zelenograd and TiNAO. The preferential rental rate applies to the entire term of the contracts. Thus, the enterprises will quickly establish the production of products important for Moscow.
Ekaterina Solovieva, the Minister of the Moscow Government, the head of the Department of City Property, emphasized that in the Krasnopakhorsky District, as part of the implementation of large-scale investment projects, it is planned to create a cluster for the production of building materials. The city has already allocated more than 30 hectares of land for the implementation of two MAIPs. A plot of land with an area of over four hectares has been provided for the construction of an enterprise for the production of reinforced concrete structures for stairwells, openings, balconies, facades and load-bearing walls of buildings. On the territory of 26.54 hectares, it is planned to establish the production of building structures, modular structures, metal products and wooden flooring.
In the south-east of the capital, in the Vykhino-Zhulebino district, a plot of land of almost 0.32 hectares was provided to an investor for the construction of a production complex for the manufacture of doors, windows and other products made of wood and plastic. In the same district, the investor will build a production facility for tile modules made of wood. For this purpose, the city allocated 0.7 hectares of land to the investor at a preferential rental rate.
Land plots of 17 hectares have been provided to the investor in the Eastern communal zone of Zelenograd. The company will build a modern industrial complex with a total area of 80 thousand square meters. Several modern production facilities will appear there at once – enterprises for the production of doors, aerated concrete blocks and ready-made modules.
The city also provided 1.45 hectares of land in the Voronovo district for the construction of an enterprise for the development, testing and pilot production of building materials. Its area will be about 12 thousand square meters.
