Dear colleagues,
This year marks the 80th anniversary of the victory in the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations, serving as an important moment to commemorate the past and open up the future. Eighty years ago, the international community, drawing harsh lessons from the catastrophe of two world wars, established the United Nations, opening a new chapter in the annals of global governance. Eighty years later, the spirit of the times – peace, development, cooperation, win-win – remains unchanged, but the Cold War mentality, power politics and protectionism still rage, and new threats and challenges are on the rise. The world is entering a new period of turbulence, and global governance is at a new crossroads.
History teaches us that the more difficult the times, the more important it is to adhere to the original goal of peaceful coexistence and maintain confidence in mutually beneficial cooperation, to move forward in accordance with the logic of historical progress and to develop in line with the trends of the era.
In this regard, I would like to propose an Initiative on Global Governance, within the framework of which we are ready to create a more just and rational system of global governance with all countries, and to walk hand in hand along the path to a community of shared destiny for humanity.
It is important to ensure sovereign equality. All countries, regardless of their size, power and economic scale, have the right to equal participation, equal decision-making and equal benefit in the process of global governance. It is necessary to promote the democratization of international relations in order to increase the representation and voice of developing countries.
It is important to comply with international law. It is necessary to fully and comprehensively comply with the purposes and principles of the UN Charter and the generally recognized basic norms of international relations. It is important to ensure equal and universal application of international law and international rules, without allowing double standards and without imposing on others the so-called internal rules of individual countries.
It is important to implement multilateralism. We should adhere to the concept of global governance in the spirit of joint consultation, joint construction and joint use, strengthen solidarity and cooperation, oppose unilateralism, firmly uphold the authority and status of the UN, and give full play to the significant and irreplaceable role of the UN in global governance.
It is important to implement a human-centered approach. It is necessary to ensure joint participation and joint use of the results of global governance by the peoples of all countries through reforming and improving the global governance system in order to effectively respond to the common challenges of humanity, reduce the development gap between the North and the South, and protect the common interests of all countries in the world.
It is important to remain action-oriented. It is necessary to strengthen comprehensive, systemic planning and coordinated promotion, coordinate global actions, mobilize the resources of different parties in order to achieve greater tangible results, and overcome delays and fragmentation of governance through practical cooperation.

The Declaration on the Establishment of the SCO and the Charter of the Organization clearly stated at the very beginning the importance of developing the political and economic world order in a more democratic, fair and rational direction. For 24 years, the Organization has remained committed to the "Shanghai Spirit" – mutual trust, mutual benefit, equality, consultations, respect for cultural diversity and the desire for joint development. Under the auspices of the SCO, regional issues are resolved through consultations, platforms and institutions are built jointly, the results of cooperation are available to all parties, new visions of global governance are put forward and implemented. The SCO positions itself as a constructive factor in the formation and reform of the global governance system.
Accelerating tectonic changes on a global scale require the SCO to play a leading role, first and foremost in implementing the Global Governance Initiative.
It is necessary to ensure the SCO's commitment to peace and stability throughout the world. For the sake of common security, the member states have concluded the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation, and effective interaction on security has become the key to stability in the region. It is necessary to be guided by the principles of non-alignment, non-confrontation and non-direction against third parties, to counter all types of threats and challenges with comprehensive measures, to use the role of the established Universal Center for Countering Security Threats and Challenges and the Anti-Drug Center, to form a regional security community, and to act as a stabilizing factor in a turbulent world.
It is necessary to take up the SCO burden in developing global open cooperation. Member states with rich energy resources, large markets and a powerful internal driver of development are making an ever-increasing contribution to the growth of the global economy. It is necessary to continue the clear choice in favor of destroying rather than erecting barriers, in favor of a unifying rather than divisive agenda, and at the same time ensure high-quality cooperation within the framework of the OBOR, promote the development of economic globalization in line with accessibility and inclusiveness.
China is ready to continue sharing the opportunities of its giant market and consistently implement the Action Plan for the high-quality development of trade and economic cooperation within the framework of the large SCO family. China will establish three platforms for cooperation with the SCO in the fields of energy, green industry and digital economy, as well as three Cooperation Centers in the field of scientific and technological innovation, higher education and professional qualifications. We plan to additionally implement photovoltaic and wind energy projects with a capacity of over 10 million kW each in the next five years. We are committed to working together to establish a Cooperation Center for the Implementation of AI in order to share the fruits of artificial intelligence development. We welcome the widespread use of the Beidou system and the participation of suitable parties in the construction of an international lunar station.
It is important to set a worthy example in terms of developing universal values. Cultural and humanitarian cooperation and people's diplomacy within the SCO are gaining momentum, which contributes to the prosperity of diverse civilizations. It is necessary to further strengthen inter-civilizational mutual enrichment, to open a bright page of peaceful, harmonious coexistence of countries with different histories, cultures, social systems and levels of development.
We will hold the SCO Political Parties Forum, the Forum on Green and Sustainable Development and the Forum on Traditional Medicine with dignity. Over the next 5 years, the Chinese side is ready to operate on 500 patients with congenital heart defects, perform 5,000 cataract surgeries, and conduct 10,000 cancer screenings for the SCO countries.
It is important to act in solidarity on behalf of the SCO in order to uphold international justice. The member states of the Organization, adhering to the principles of justice and impartiality, take a constructive part in international and regional affairs in defense of the common interests of the Global South. It is important for us to continue to unequivocally oppose hegemony and power politics, implement true multilateralism, and serve as a supporting pillar for advancing the formation of a multipolar world and the democratization of international relations.
China supports the expansion of cooperation between the SCO and the UN, ASEAN, the EAEU, the CICA and other multilateral formats to ensure international trade and economic order and improve global and regional governance.

As the Chinese proverb goes: "Whoever holds the Great Image, others will come to him." In two days, Beijing will hold a jubilee celebration to mark the 80th anniversary of the Chinese People's Victory in the War of Resistance Against Japanese Aggression and the Victory in the World Anti-Fascist War.
