On August 30, a briefing for Chinese and foreign media was held at the 2025 SCO Summit Press Center. Secretary General of the SCO Committee on Good-Neighborliness, Friendship and Cooperation Zuo Hongbo reported on the achievements of the SCO in the field of humanitarian cooperation and the work of the SCO Committee for the Promotion of Public Diplomacy, and answered questions from journalists.
Tszo Hunsbo noted that humanitarian cooperation and exchanges are an important component of the SCO. For more than two decades since the creation of an SCO of exchanges and cooperation between people, they invariably play a unique and irreplaceable role in strengthening mutual understanding, friendship between the peoples of the SCO countries, and the promotion of mutual trust and the exchange and mutual study of civilizations. As the SCO has developed, the sphere of humanitarian contacts and cooperation has expanded significantly, covering not only science and technology, culture, education and healthcare, but also many other areas, such as sports, tourism, media, analytical centers, environmental protection and poverty. The content of cooperation is becoming more and more saturated, and all parties join forces for the implementation of a number of influential, significant and meaningful flagship projects. These include the SCO university, the SCO art festival, the SCO film festival, the SCO art exhibition, the SCO museum alliance, the SCO marathon, the youth exchange camps, summer camps and media forums. The mechanisms of cooperation in the field of culture, healthcare, science and technology and education have been improved. Achievements become more and more significant, representing the prosperous landscape “comprehensive progress due to the participation of both governments and the public.” Thanks to more and more close exchanges and cooperation between the people of the SCO, the SCO constantly strengthen mutual trust, deepen friendship and cooperation. Public support, which underlies the ongoing development of the SCO, is becoming more and more durable, and the folk basis for building a SCO community with a single fate is more and deeper.
Zuo Hongbo noted that the more than 20-year development path has clearly proven that the most solid foundation for the development of the SCO lies in the mutual enrichment of civilizations, and the deepest strength lies in mutual understanding among peoples. Close humanitarian exchanges and the promotion of mutual understanding among peoples constitute the warm foundation of the SCO, as well as an important support and reliable guarantee for the sustainable and long-term development of the organization.
The Committee was established during the period of dynamic development of humanitarian exchanges within the SCO and became the first institute of public diplomacy established within the organization. Zuo Hongbo emphasized that the Committee, adhering to the concept of "public diplomacy – for friendship and unity, for the people and development", directs all efforts to fulfill the aspirations of people of different countries for a better life, peace and friendship, modernization, carefully plans and carries out public exchange events, achieving "tangible and tangible" results. Such projects as "Health Express: A Bright Journey", an exhibition of children's drawings of SCO countries, as well as programs for training personnel in the field of digital technologies "SCO Tree", modern agriculture and youth innovations, serve as well-known examples of public friendship.

The Health Express: Bright Journey project is one of the brand initiatives implemented by the Committee in recent years. Since the launch of the project in 2019, as of the end of June this year, Chinese medical teams equipped with advanced equipment and technology have performed more than 2,300 free cataract surgeries for citizens of SCO countries. In addition to providing medical services, special attention is paid to building up medical capacity in SCO countries through the donation of equipment, the establishment of blindness prevention centers, and training programs to leave a “permanent medical team” in local communities.
