Li Yan, a junior research fellow at the China Institute of International Studies, wrote in an article in the Tianjin Daily on August 20 that the Chinese initiative would advance the SCO's humanitarian cooperation to a new level.

China has put forward the "Global Civilization Initiative", which clearly formulates such important principles as respecting the diversity of world civilizations, promoting the common values of humanity, paying attention to the heritage and innovations of civilizations, and strengthening international people-to-people and cultural exchanges and cooperation. These principles have inherited the core of the "Shanghai Spirit".

China has made great contributions to the continuous expansion and improvement of humanitarian cooperation within the SCO.

In August 2013, the SCO Committee on Good-Neighbourliness, Friendship and Cooperation was established, which has actively promoted the flourishing of local cooperation and civil exchanges.

Platforms set up by China, such as the China-SCO International Exchange, Cooperation and Training Base in the Justice Field, the China-SCO Regional Economic and Trade Cooperation Demonstration Zone, the SCO Agricultural Technology Exchange and Training Base, and the China-SCO Big Data Cooperation Center, have provided SCO countries with a series of training courses in various fields, including law, economics and trade, agricultural technology, digital technology and so on.

China will chair the SCO in 2024-2025. During this period, China has held over 100 meetings and events under the auspices of the SCO, giving new impetus to humanitarian exchanges among the organization's member countries.
