Deputy Prime Minister Marat Khusnullin held a meeting of the presidium (headquarters) of the Government Commission on Regional Development.

At the meeting, participants reviewed and approved a number of applications for financing projects using Treasury Infrastructure Loans (TIL) funds.

"Another 53 projects have been approved, including 131 objects in 20 regions. We will allocate about 27.6 billion rubles for their implementation. Now, within the limits of the CFC for the modernization of housing and communal services, taking into account today's projects, applications from 57 regions have been approved for a total of 146.75 billion rubles. I draw the special attention of the heads of the subjects to the need to personally control the signing of all agreements and the implementation of planned work. All projects are important for hundreds of thousands of citizens, thanks to them the quality of public services provided will significantly improve," said Marat Khusnullin.

New CFC limits will be imposed on Altai (2.2 billion rubles), Primorsky Krai (1.55 billion rubles), Kostroma (1.18 billion rubles), Omsk (1.56 billion rubles), Vladimir (1.12 billion rubles), Arkhangelsk (1.01 billion rubles), Kaluga (921.03 million rubles), Kurgan (642.86 million rubles), Moscow (7.57 billion rubles), Pskov (780.28 million rubles), Tyumen (3.39 billion rubles), Kursk (906.5 million rubles), Amur (650 million rubles) regions, the Altai Republic (442.34 million rubles), Kalmykia (310 million rubles), Adygea (432.39 million rubles), Mari El (575.28 million rubles), Karelia (640 million rubles), North Ossetia-Alania (1.43 billion rubles) and the Nenets Autonomous Okrug. The funds will be used for the construction, reconstruction and repair of boiler houses, heat and water supply networks, as well as water disposal, treatment facilities and other necessary public infrastructure facilities.

The participants also discussed the progress of the national project “Infrastructure for Life”.

Despite all the difficulties, thanks to the constant attention of the President and the support of the Prime Minister, we are able to maintain a fairly high pace and systematically solve the tasks set. The construction season is now in full swing, so I ask all regional teams to more actively begin accepting objects, close existing issues, in order to end the year on a positive note," said Marat Khusnullin.

In his report, Minister of Construction and Housing and Public Utilities Irek Faizullin drew the regions' special attention to the timely contracting and cash execution of federal projects, programs and events of the national project "Infrastructure for Life", and also spoke about the status of the review of applications for treasury infrastructure loans in terms of the limit on housing and public utilities.

"General program activities for the implementation of the national project "Infrastructure for Life", as well as federal projects included in it in 2025 are generally on schedule. Within the limits of treasury infrastructure loans for housing and communal services, applications from three more regions are ready to be submitted to the headquarters – Zabaikalsky Krai, the Republic of Sakha (Yakutia) and Oryol Oblast. Another 11 applications from subjects of the Russian Federation are at a high level of readiness, and 12 applications are being finalized," said Irek Faizullin.

The headquarters meeting also discussed the progress of restoring the rights of citizens participating in shared construction who suffered from the actions of unscrupulous developers.

Vasily Kupyzin, General Director of the Territorial Development Fund, reported in his report that, in general, the rights of more than 257 thousand affected equity holders in 77 regions of the country have been restored, of which 121.5 thousand people – with the help of federal mechanisms and more than 135.5 thousand citizens – with the help of regional mechanisms.

"The Territorial Development Fund continues to work on the implementation of the decisions of the supervisory board to restore the rights of affected equity holders. Currently, the FDT has 15 facilities to complete in 7 regions for 2.25 thousand citizens. In addition, there are currently 78 facilities in the area of responsibility of the constituent entities of the Russian Federation – this is 7.5 thousand citizens in 23 regions. We continue to monitor this work. The priority task remains compliance with the established deadlines and the restoration of the rights of defrauded people. In addition, we are dealing with the sale of property of bankrupt developers after compensation payments to citizens. There are still a number of land plots to be transferred to the fund.
