Purchases in the format of electronic requests for quotations are popular with capital city customers

In the first seven months of 2025, Moscow government agencies carried out almost 22 thousand procedures in the format of an electronic request for quotations for a total of over 19 billion rubles. This was reported by the head of the Moscow City Department for Competition Policy Kirill Purtov.

"One of the most convenient and popular methods of prompt procurement of necessary goods, works and services among government agencies is an electronic request for quotations. From January to July 2025, customers made 21.9 thousand purchases in this way. Their volume amounted to 19.3 billion rubles. Requests for quotations are most often used for the purchase of medical products and medicines: over the seven months of this year, more than 16.5 thousand such procedures were carried out for a total of 12.9 billion rubles," said Kirill Purtov.

During the electronic request for quotations, the customer publishes via unified automated information system of trades (EAIST) Moscow notice of purchase containing data on the specification of goods, works or services, in unified information system in the procurement sphere. All interested entrepreneurs submit their price offers. The winner is automatically the supplier who offers the lowest price.

The minimum period for accepting applications for participation in a procurement when requesting quotations is four days. This allows maintaining a balance between the speed of the procedure and maintaining a high level of competition. Since 2023, the maximum permissible initial contract price has been increased from three million to 10 million rubles, which has led to a significant increase in the popularity of this procurement method.

In addition to medical goods and products, capital city customers actively purchase construction materials, repair work, as well as equipment or transport rental services using the request for quotation procedure.

The first version of EAIST was created in 2005. The system ensures information interaction throughout the entire procurement cycle, including the stages of planning needs, preparing documentation, calculating prices, interdepartmental coordination and recording the results of tenders, as well as concluding and executing contracts. In addition, EAIST allows solving problems of analysis, statistical monitoring and forecasting, ensures monitoring of violations and control in the sphere of procurement. More than two thousand contracts are concluded in the system daily, and over 20 years of operation, their number has exceeded 5.5 million.

The functional customers of EAIST on the part of the Moscow Government are the capital's departments for competition policy, economic policy and development, Main Control Directorate And Department of Information Technology, who also became the system operator.
