The most solid foundation of the SCO development lies in the exchanges between civilizations, and the deepest force of the organization's development is in the rapprochement of peoples. For more than 20 years, the SCO member countries have closely interacted in such areas as science and technology, education, art, health care, tourism, and continue to strengthen consensus on cooperation.
THE CREATION OF MULTIPLE PLATFORMS PROMOTES INTER-CIVILIZATIONAL EXCHANGES
Since the adoption of the SCO Charter in 2002, cooperation in the field of culture has become one of the aspirations of the organization. Over the past 20-odd years, SCO member states have steadily expanded cultural exchanges, formed a number of cooperation mechanisms and interaction platforms, and promoted a series of major cooperation projects.
In the height of summer, the banks of the Heilongjiang /Amur/ River are brightly lit. On the evening of July 26, traditional Chinese folk music intertwined with Russian-style dances at the China-Russia Culture and Art Center in Heihe City /Heilongjiang Province, Northeast China/. On May 18, 2024, a series of events were held in the Chinese city of Xi'an to mark the 10th anniversary of the inscription of the Silk Roads: the Chang'an-Tianshan Corridor site on the World Heritage List. The application for inscription of this section of the Silk Roads on the UNESCO World Heritage List was submitted by China, Kazakhstan and Kyrgyzstan.
In October 2021, as part of the first “SCO Year of Culture” on the occasion of the 20th anniversary of the founding of the organization, the Alliance of Museums of the SCO countries was established. Its goal is to promote cultural exchanges and cooperation between the countries of the organization.
As former SCO Secretary-General Zhang Ming noted, cultural cooperation provides a “soft foundation” for the sustainable development of the organization. In the current international situation, member states should continue to promote cultural exchanges to provide support for cooperation in other areas.
EDUCATIONAL COOPERATION PROMOTES MUTUAL UNDERSTANDING
In July 2025, as part of the “Dialogue of Mayors of the World – the City of SCO Summits” event held in Tianjin, Director of the Institute of World Politics of Kyrgyzstan Sheradil Baktygulov visited the exhibition hall dedicated to “Lu Ban’s Workshop” at the Tianjin Vocational and Technical Institute of Light Industry.
There is a saying in China: “Give a man a fish and he will eat for a day, teach a man to fish and he will eat for a lifetime,” said Sh. Baktygulov after the visit, noting that the “Lu Ban Workshop” provides students from different countries with the opportunity to acquire new skills, which contributes to the development of technical exchange between countries, improving the living standards of the local population, and also ensures higher competitiveness of the younger generation in the global labor market.
To date, China has built 34 “Lu Ban Workshops” in 30 countries and regions around the world. 10 of them were established in Kazakhstan, Tajikistan, Uzbekistan, Russia, Pakistan, Cambodia, Egypt and other SCO countries.
Based on educational and cultural exchanges, China and the SCO countries have carried out a series of practical joint activities in recent years in areas such as language teaching and mutual visits of young people. More and more foreign students study in China such fields as agriculture, engineering, and medicine, and upon returning to their home countries, they become the backbone of their countries' development, and they personally feel what a broad platform the SCO provides for mutual understanding between peoples and mutual enrichment of cultures.
DEVELOPING CONTACTS BETWEEN MEDIA STIMULATES THE SPREAD OF STORIES OF UNITY AND MUTUAL TRUST
The SCO countries are proud of their diverse and vibrant civilizations. Within their territories, the cultures of different ethnic groups intertwine and coexist harmoniously. The media should play an important role in facilitating communication and guiding public opinion, thereby promoting mutual understanding and friendship among the peoples of all countries. Interpreting and promoting the Shanghai Spirit, spreading stories of unity and mutual trust in the SCO, and demonstrating the bright future of the organization are important missions that the media of the SCO countries undertake.
At the end of July, the SCO Media and Analytical Centers Summit was held in the Chinese city of Zhengzhou. On the sidelines of the event, Dmitry Gornostayev, Deputy Editor-in-Chief of the Russia Today media group, noted that the more often the media and analytical centers of the SCO member countries meet, the better they understand each other and the more they do for the common cause – spreading the “Shanghai Spirit” and building a beautiful home.
According to Dmitry Zhuk, editor-in-chief of the Belarus Segodnya publishing house, the media today face serious problems, such as the dissemination of false information and emotional overheating in reports. And the exchange and cooperation of the media within the SCO is a serious and very effective tool for countering such trends.
Deputy Director of the SCO Friendship and Cooperation Centre in Tajikistan Jamshed Toshev stated that in the process of SCO development, the media and analytical centres not only play a role in promoting the organisation’s concepts and achievements in the field of development and forming its positive international image, but also provide support for public opinion and intellectual support for various initiatives.
