The winners of the 10th All-Russian Competition of the Best Projects for Creating a Comfortable Urban Environment and the 4th Competition for the Subjects of the Far Eastern Federal District were announced at the plenary session of the All-Russian Forum "Development of Small Towns and Historical Settlements". The plenary session was attended by Prime Minister Mikhail Mishustin, Deputy Prime Minister Marat Khusnullin and Minister of Construction of Russia Irek Faizullin.

"Improvement of public spaces is an important element of regional development. It not only transforms cities, but also improves the quality of life of people. An effective tool in this work has become the federal project "Formation of a Comfortable Urban Environment", launched by the decision of the President. Since 2019, almost 74 thousand public and courtyard spaces have been transformed, 926 winning projects of the All-Russian competition for the creation of a comfortable urban environment have been implemented. Today, the results of the anniversary 10th All-Russian competition and the 4th competition for the regions of the Far East were summed up. 294 projects became winners, including 54 projects in the Far Eastern Federal District, which will be implemented in 2026-2027. Among the winning projects are 123 parks, 41 embankments, 42 squares, 88 streets and pedestrian zones. This means that there will be even more modern, comfortable public spaces in our country where it is pleasant to spend time with family and loved ones,” noted Deputy Prime Minister Marat Khusnullin.

The All-Russian competition has been organized by the Ministry of Construction of Russia since 2018 on the instructions of the President. In 2025, the rules for its holding changed: now small towns and key settlements with a population of up to 5 thousand residents, as well as historical settlements of federal and regional significance (except for cities of federal significance) can participate in it. In addition, the new rules provide for the removal of restrictions on participation in the competition for historical settlements that are administrative centers with a population of up to 300 thousand people. The expansion of the number of potential participants made it possible to include an additional 15 cities in the competition.

All applications submitted to the competition were selected by leading experts in the fields of architecture, urban development policy, economics, sociology, protection of cultural heritage sites and archeology. During the review of the projects, the expert commission paid special attention to the quality of the development of architectural and planning concepts, the preservation of cultural and historical heritage and natural landscape, as well as the use of environmentally friendly building materials. The final selection of winners was carried out by the federal competition commission headed by Marat Khusnullin.

"Thanks to the All-Russian competition, courtyards, parks, squares, embankments and pedestrian streets are annually renovated throughout the country, playgrounds and sports grounds are arranged, historical territories are developed, cultural and historical heritage sites are restored, a new generation of architects, urban planners, planners, designers and urbanists is brought up. This year, new regions that became part of Russia are taking part in the All-Russian competition for the third time: the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions submitted 25 applications, of which two became winners. During the competition, 1,609 winning projects were selected: 679 parks, 301 embankments, 262 squares, 367 streets and pedestrian zones. I would like to note that the modern urban environment is not only comfort and convenience, but also new jobs and increased commercial activity. The enormous work carried out over the past few years has helped not only to create even more comfortable, safe and beautiful spaces, but also to achieve a significant economic and social effect. Thanks to the joint work of the Government of the Russian Federation, the Ministry of Construction of Russia, regions and the expert community, within the framework of the competition, 85 subjects of the Russian Federation received almost 27 thousand jobs, as well as over 6 thousand objects of entrepreneurial activity," said Minister of Construction and Housing and Public Utilities Irek Faizullin.

From 2019 to 2024, the All-Russian competitions for the best projects for creating a comfortable urban environment were held within the framework of the federal project "Formation of a Comfortable Urban Environment" of the national project "Housing and Urban Environment", aimed at creating a new look for cities and renewing public spaces. Since 2025, the project has been implemented as part of the national project "Infrastructure for Life". In 2025, 19 projects – winners of the competition – were implemented.
