A meeting of the federal competition commission for the organization and holding of the 10th All-Russian Competition of the Best Projects for Creating a Comfortable Urban Environment, as well as the 4th Competition for municipalities in the territories of the subjects of the Far Eastern Federal District, was held under the chairmanship of Deputy Prime Minister Marat Khusnullin. The results of the competitions were summed up during the meeting.
"The All-Russian competition is an important tool for the development of small towns and historical settlements in the country. Since this year, it has been held as part of the national project "Infrastructure for Life". The competition affects the quality of life of millions of citizens across the country. The spaces created become centers of public life, places of recreation and communication, an incentive for the development of the local economy and attracting tourists. I would like to express my gratitude to the President and the Chairman of the Government for their attention to improvement issues. This year, the Ministry of Construction of Russia, together with members of the interdepartmental working group, have done a lot of work to review applications. I ask you to pay special attention to the implementation of projects in key settlements, and also to take into account the opinions of local residents on improvement issues during this work. In addition, it is necessary to complete the digitalization of competition procedures in order to simplify the summing up of the results. Every year, the projects are becoming more sophisticated and high-quality. I am sure that with the determination of new winners, there will be even more modern comfortable public spaces," said Marat Khusnullin.
Federal executive bodies, the Federation Council, the State Duma, as well as representatives of the expert community, architects and urbanists take part in summing up the results of the competition. The award ceremony for the winners will take place at the All-Russian Forum "Development of Small Towns and Historical Settlements" in Kazan.
"The All-Russian competition of the best projects for creating a comfortable urban environment has been held since 2018 by order of the President of Russia and has established itself as the most important tool for territorial development. Thanks to it, new public spaces are created, where modern standards of comfort are harmoniously integrated into the unique historical and cultural appearance of our cities. We see how renovated embankments, parks and squares are becoming not just places of recreation, but centers of public life. Each project takes into account local specifics, creating a recognizable image of the city and strengthening its identity. The joint work of the Government of the Russian Federation, the Ministry of Construction of Russia, regional authorities and the professional community allows not only to create comfortable spaces, but also to form new points of social and economic growth: new jobs appear, entrepreneurial activity and investment attractiveness of territories increase. We attach special importance to the restoration of cultural heritage sites, which become centers of attraction for people and important elements of local identity. Participation in the competition of new regions is of particular importance, where program activities aimed at improving the urban environment contribute to the accelerated integration of these territories into the all-Russian cultural space,” noted Minister of Construction and Housing and Public Utilities Irek Faizullin.
Since 2025, historical settlements, small towns and key settlements with a population of up to 300 thousand people are allowed to participate in the all-Russian competition. Settlements with a population of up to 10 thousand people, from 10 thousand to 70 thousand people and from 70 thousand to 300 thousand people take part in the competition for the subjects of the Far Eastern Federal District.
According to the decree of President Vladimir Putin on the national development goals of the country, by 2030 at least 1.6 thousand projects – winners of the all-Russian competition – should be implemented in small towns and historical settlements.
