The decision on awarding grants will be made by an expert council. It consists of representatives Department of Culture of the City of Moscow, independent experts, well-known public figures and specialists from the field of culture and art, as well as representatives of educational organizations in this field.

Grants can be received by residents of Moscow who have received secondary vocational education (graduated from an arts college) or secondary general education and completed training at an arts school. One of the advantages for the candidate will be the presence of victories in competitions in the field of culture and art over the past three years.

Grants in the amount of up to 100 percent of tuition fees for the entire period of education are provided in the fields of music and choreography, specializations in the field of architecture, fine arts and cinema.

Within the framework of the music direction, five grants are provided in the amount of no more than 700 thousand rubles per year, including for training in the direction of sound engineering – no more than 600 thousand rubles per year.

The architectural direction provides 10 grants in the amount of no more than 370 thousand rubles per year, including the graphics and design direction – in the amount of no more than 600 thousand rubles per year.

Five grants are provided for the "Painting" (including training in specialties related to sculpture) and "Choreography" programs. All of them are for a sum of no more than 600 thousand rubles per year.

In addition, five grants in the amount of no more than 900 thousand rubles per year have been allocated within the framework of the Cinema direction.

Providing grants will be an important measure of support for young talents with a high level of creative abilities who, for one reason or another, did not score enough points on the entrance exams to be admitted to budget places.
