The fifth forum opened in the capital Days of Moscow CompetitionThe agenda of the three-day event covers a wide range of issues relevant to parties to contractual relations, according to the head of the Moscow Department of Competition Policy. Kirill Purtov.
"The 'Moscow Competition Days' forum will be filled with expert discussions on topics relevant to contracting officers, entrepreneurs, and government officials. We dedicated the first day to issues closely related to customer service. We discussed solutions used by the city to make the procurement process even more efficient, reliable, and convenient. These include digitalization at all stages, the implementation of artificial intelligence technologies, standardized documentation, and more. Specifically, Moscow's unified automated tender information system uses 486 sets of standard documentation, 19 of which were created in 2025. These cover 89 percent of procurement, excluding construction, design work, major repairs, and medical and technological equipment. This reduces the risk of customer errors, while suppliers receive clear documents whose structure allows them to focus on the procurement subject and make faster decisions about participation. We plan to complete the standardization work in 2026," said Kirill Purtov.
The second day of the forum will be devoted to suppliers and the opportunities they face when working with government customers. Presentations will cover the supplier portal—a platform for small-volume procurement—the 2026 tax reform, measures to support small and medium-sized businesses, typical complaints from procurement participants, working with the Roseltorg electronic trading platform, and other topics. Speakers will include representatives of Moscow's executive authorities, electronic platforms for procurement market participants, entrepreneurs, and experts in public procurement, economics, and business.
The third day of the forum will bring together contract service managers. The key topic of the day will be modernizing the procurement system and the competitive market. The forum will also feature a Tender Hack hackathon. It will focus on finding solutions for improving the supplier portal. Participants will develop a prototype for a personalized, smart product search system.
The Moscow Competition Days forum has been held since 2019. It serves as a platform for communication between procurement process participants, the exchange of best practices and their adaptation to the city's real-world challenges, and the search for potential business partners and investments.
