JINAN, March 28 (Xinhua) — An investigation report was released on Friday into the fatal explosion at a chemical plant in Gaomi City, Shandong Province, east China. The incident has been classified as a "major accident caused by poor industrial safety," local authorities said.

The explosion that occurred at Shandong Youdao Chemical Co., Ltd. on May 27, 2025, killed 12 people, injured 19, and caused direct economic losses of 58.6 million yuan (approximately US$8.48 million).

According to the report, the explosion was caused by technical malfunctions, unauthorized use of low-quality raw materials, and improper selection of equipment for transporting materials.

The investigation found that other causes of the explosion included a lack of risk control measures, formal inspections for hidden hazards, and illegal construction and production work. The report also noted that local government agencies and the Party Committee failed to fulfill their oversight and control responsibilities.

The report calls for 10 people, including the general director of a chemical plant, to be held criminally liable, and for party, administrative, and organizational penalties to be applied to 49 people, including officials of the city's chemical industry development service center. -0-
