NEW YORK, March 23 (Xinhua) — A massive plume of smoke rose over Port Arthur, Texas, on Monday evening after a powerful explosion at a local oil refinery, local media reported.
Residents in the area are advised to stay indoors until further notice, keep windows and doors closed, and follow local authorities' orders, according to FOX 26 Houston.
