Deputy Prime Minister Alexander Novak chaired a meeting of the interdepartmental working group on the creation and development of special economic zones (SEZs), with the participation of Leningrad Region Governor Alexander Drozdenko, representatives of the Ministry of Economic Development, the Ministry of Finance, the Ministry of Industry and Trade, and manufacturing companies.
The meeting discussed the development prospects of the Technopolis Moscow and Ust-Luga SEZs.
Today, the Technopolis Moscow SEZ, which has been operating since 2005, boasts clusters in photonics, pharmaceuticals, microelectronics, electric vehicles, and unmanned aerial systems. 126 residents have been registered, total investment has exceeded 252 billion rubles, and the number of jobs currently stands at over 21,000. Ust-Luga, established in 2022 to implement a large-scale project to process ethane-containing gas, has also demonstrated high efficiency. Residents have invested a record 1.6 trillion rubles, creating nearly 2,000 jobs.
During the meeting, proposals were considered to increase the area of both zones: for the Technopolis Moscow SEZ – by including new sites in Krasnaya Pakhra, Rudnevo, and Pechatniki; for Ust-Luga – by annexing land plots from the Kingisepp Municipal District of the Leningrad Region.
Following the discussion, both applications for expansion of the territories of both SEZs were approved.
The Deputy Prime Minister noted the continued interest of businesses in the special economic zones. "In 2025, 231 new residents were registered, and investment volume exceeded 1 trillion rubles. This demonstrates that SEZs remain one of the most effective mechanisms for supporting entrepreneurship and developing regional economies. Expanding the zones' infrastructure will attract new technological projects, create additional jobs, and enhance the global competitiveness of the Russian economy," Alexander Novak emphasized.
