Almaty, March 21 (Xinhua) — China is formulating a strategic development horizon through 2030, opening up new opportunities for Kazakhstan and the world. This opinion was expressed by Serik Korzhumbayev, editor-in-chief of the Delovoy Kazakhstan newspaper, in an opinion piece following his visit to Beijing during the "two sessions" (the Fourth Session of the 14th National People's Congress (NPC) and the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC)).
In his view, the adoption of the key provisions of the 15th Five-Year Plan (2026-2030) goes beyond China's domestic agenda and sends an important signal to the international community. China is consistently shifting from a model of quantitative growth to qualitative development, emphasizing technological innovation, industrial modernization, expanding domestic demand, and enhancing economic resilience. As the expert noted, a new growth model is emerging, based on knowledge, technology, and efficiency.
S. Korzhumbaev emphasized that China remains a key driver of global economic growth and will continue to expand openness, optimize global supply chains, and strengthen its role as the center of the global manufacturing system. Particular attention is being paid to the development of artificial intelligence, the digital economy, high-tech manufacturing, and new energy solutions. According to him, China is already becoming a global "innovation arena," attracting investment and companies from around the world.
Environmental transformation plays a significant role in the strategy. The expert stated that China is setting specific goals to reduce carbon emissions, increase the share of non-fossil energy sources, and achieve carbon neutrality. The "green transition" is already a significant factor in the country's economic growth.
Against this backdrop, according to S. Korzhumbayev, Kazakhstan's importance as a key partner for China is growing. In particular, the development of Eurasian transport corridors, including routes under the Belt and Road Initiative, is strengthening Kazakhstan's role as a key link in regional logistics. At the same time, opportunities for industrial cooperation, joint ventures, and technology transfer are expanding.
S. Korzhumbayev also noted the alignment of the two countries' green development strategies, which creates the basis for implementing joint renewable energy projects and environmental standards. He added that the growth of the Chinese economy and domestic demand opens up additional opportunities for increasing Kazakhstan's exports.
In conclusion, the expert noted that China's 15th Five-Year Plan represents more than just an economic plan, but a new stage in the country's development and a framework for international cooperation. For Kazakhstan, this means expanded opportunities and the need for more active participation in regional processes. "In the new Eurasian reality, it's not the observers who benefit, but the participants," he concluded.
