"Now, transferring a child from one school to another is as easy as changing a club or activity in your personal account. Since the service's inception, we've received over 1.8 million requests. The service has evolved from a simple online application form to a completely paperless process that frees parents from the role of couriers between schools. We've given Moscow families the opportunity to spend time helping their child adapt to their new environment, rather than waiting in line for certificates," she noted.
Elena Shinkaruk, Chairman of the Committee for State Services of the City of Moscow.
The complete transition to a digital format was made possible through a phased approach. Starting in April 2023, parents no longer need to visit the new school in person to present original documents: all necessary scanned copies are uploaded when submitting an online application. The data entered is automatically verified. Parents can also follow a link to the school's website from their personal account on mos.ru and remotely review the charter and bylaws of their chosen educational institution.
In the capital Department of Information Technology They noted that the service can be accessed at any time, both during the school year and during school holidays. An exception is transferring to first grade at a different school: this is possible after September 5 of the current school year. The service is available to both parents and students in grades 10 and 11 with a standard or full account on the mos.ru portal. You can list up to three schools in your application. One of them must be located where the student is registered.
When transferring within the Moscow education system, a parent simply selects a new educational institution, and the service will automatically notify the old school of the need to issue an expulsion order due to the student's enrollment in the new educational institution.
Today, the entire transfer process—from choosing a school to the moment the child sits at a desk—takes just a few days and doesn't require parents to make a single visit to the institution.
