BEIJING, March 18 (Xinhua) — China has issued guidelines for promoting a child-friendly environment throughout society, aiming to better protect the legitimate rights and interests of minors and promote the healthy growth and all-round development of children, the National Development and Reform Commission (NDRC) said Tuesday.

The guideline, jointly issued by the National Commission for Women and Children's Affairs and the Office of the National Working Commission for Women and Children of the State Council of the People's Republic of China, draws on the consolidated experience of implementing pilot programs to create child-friendly cities. It calls for the full-scale promotion of child-friendly cities, using coordinated measures encompassing social policy, public services, rights protection, growth space, and development environment.

The document also calls for continued efforts to improve the provision of public services, implement policies of free access and preferential treatment for children, and take practical measures in areas such as school education, health care, travel, sports and recreation.

The guidance highlights the need to strengthen child protection measures by enhancing coordinated advocacy across families, schools, communities, the internet, governments and the judiciary, improving protection mechanisms and strengthening risk prevention and mitigation measures.

The document also calls for promoting child-friendly policies on a regular and sustainable basis. Both agencies stated that they will strengthen policy coordination and support local authorities in more effectively integrating policies, funds, and projects to comprehensively improve child-related work.
