Moscow, March 13 (Xinhua) — The poverty rate in Russia by the end of 2025 has decreased by 0.4 percentage points to 6.7 percent, Deputy Prime Minister Tatyana Golikova said Friday at an expanded meeting of the board of the Ministry of Labor and Social Protection.
According to her, rising wages, employment-focused measures, and targeted support measures contributed to the decline in poverty. One of these support tools was the social contract. Forty-four percent of citizens who signed it have escaped poverty, Golikova said.
A social contract in Russia is an agreement between social welfare agencies and individuals or families whose income, for reasons beyond their control, is below the subsistence minimum established in their region of residence. Under the contract, the social welfare agency undertakes to provide assistance in the form of social services, cash payments, and the purchase of necessary goods.
