Moscow, March 12 (Xinhua) — Telegram must comply with Russian law and maintain contact with authorities to avoid being blocked, Russian presidential press secretary Dmitry Peskov told RIA Novosti on Wednesday.
"We must comply with the provisions of Russian legislation, maintain flexible contact with our authorities, and find a solution to these problems," he said in response to the agency's question.
On Wednesday, at the conference "Modern Media: Technologies, Meanings, Personnel," D. Peskov urged people to consider Max, not Telegram. He argued that the Russian messaging app Max should become more attractive to users in the CIS countries and outperform its competitors.
In mid-February, Roskomnadzor began slowing down Telegram. The agency stated that the service was being restricted due to violations of Russian laws. Media reports that it had been completely blocked as of April 1 were neither confirmed nor denied.
