A meeting of the Presidium of the Government Commission on the Development of Unmanned Aircraft Systems (UAS) was held in Moscow under the chairmanship of Deputy Prime Minister Vitaly Savelyev. The event was attended by Transport Minister Andrei Nikitin, Minister of Industry and Trade Anton Alikhanov, representatives of the Ministry of Education and Science, constituent entities of the Russian Federation, as well as manufacturers of unmanned aircraft systems.

The Deputy Prime Minister presented the results of the commission's work in terms of developing a regulatory framework for the further development of the use of unmanned aircraft systems. In order to simplify the use of UAS for monitoring extended objects, forest protection activities and agriculture:

— the period for obtaining a flight permit has been reduced from 3–5 days to 24 hours;

— administrative barriers to access to the operation of individual UAS units upon receipt of an airworthiness certificate based on an assessment report have been eliminated;

— rules for performing UAS flights have been established that were previously absent. In particular, a separate procedure for preparing and performing UAS flights has been established for various operating conditions: visual flights, flights beyond the horizon, flights outside populated areas, flights over populated areas.

In order to develop the use of UAS in agriculture:

— the procedure for using UAS in agriculture during flights at an altitude of up to 30 m has been simplified;

— the possibility of using the declarative certification method for agrodrones weighing up to 495 kg is provided.

The Minister of Transport Andrey Nikitin reported on the development of a "road map" for the creation of a remote identification system for unmanned vehicles in the Russian Federation, which provides for the creation of a unified UAS identification system based on the ERA-GLONASS State Automated Information System. Since this year, UAS manufactured by the Transport of the Future company and equipped with an ERA-GLONASS transponder have been used within the framework of an experimental legal regime in the Samara Region.

The meeting participants also discussed the status of preparations for the upcoming international forum on the development of unmanned systems "Unmanned Systems: Technologies of the Future", during which the project and educational intensive course "Archipelago-2025" will be held. The work is being carried out by the Ministry of Industry and Trade together with the Ministry of Transport of Russia, the Moscow government, the NTI Platform, and the Agency for Strategic Initiatives. The business program will be held at the Skolkovo Innovation Center on August 14-17 and will bring together participants from more than 25 countries. The main issues to be discussed include UAS identification, regulation of air legislation, including industry legislation, and many other topics on the development of unmanned aviation. It is also planned to approve the methodology for rating the "droneification" of regions as part of the business program. The forum will start with the intensive course "Archipelago" on August 7. The participants, including representatives of the UAS industry, universities and government agencies, will develop a unified concept of the digital space for unmanned devices.

The forum will also feature a large-scale exhibition that will bring together about 750 exhibits from more than 200 developers.
