The Presidium of the Moscow Government reviewed issues related to the execution of the city budget in January and February of this year.
Based on the results of two months, revenue growth amounted to two percent, which is lower than the 6.5 percent planned when forming the budget for this year.
In the face of slowing budget revenue growth, the Moscow Government sees its task as continuing to implement the city's strategic development program, ensuring the unconditional fulfillment of social obligations, and funding support for joint activities with the Russian Ministry of Defense.
These objectives must be addressed within the framework of a balanced budget. To this end, a decision has been made to reduce the number of civil servants in Moscow's executive authorities by 15 percent by June 1, 2026, as well as employees of certain subordinate institutions performing administrative functions. However, the number of employees in institutions providing social services to citizens will not be affected.
Another measure is a 10 percent optimization of this year's planned investment program spending. Specifically, certain urban improvement projects and cultural events will be reduced or postponed. However, key projects, such as renovations, metro construction, and others, will be completed as planned.
The implementation of these decisions will optimize Moscow's budget expenditures and ensure the full fulfillment of social obligations to city residents, the maintenance of Moscow's high standards of service delivery, the implementation of strategic city development measures, and the funding of expenses aimed at assisting the Russian Ministry of Defense and supporting military personnel and their families.
