Astana, March 4 /Xinhua/ — The implementation of China's 13th and 14th Five-Year Plans can be considered exceptionally successful, and the Chinese development model has proven its effectiveness in virtually all key economic sectors. This was stated recently by Rakhim Oshakbayev, Director of the TALAP Applied Research Center in Kazakhstan, in an exclusive interview with Xinhua.
According to him, the combination of long-term strategic planning, strong governance, and elements of a market economy, including support for entrepreneurship and protection of investor rights, has enabled China to achieve impressive results. Today, the country occupies a leading position in global industry and trade, being a major exporter and a major industrial power.
"The most important result has been the rapid improvement in the population's standard of living. According to the World Bank, China has lifted approximately 800 million people out of poverty in recent decades—an unprecedented achievement in human history," noted R. Oshakbaev.
The expert emphasized that the Chinese model, based on socialism with Chinese characteristics, combines ideological consistency with a flexible response to global challenges, while improving the quality of life remains the top priority. He estimates that in recent years, millions of citizens have achieved moderate prosperity, and hundreds of thousands of communities have emerged from extreme poverty.
R. Oshakbaev placed particular emphasis on the country's scientific and technological development. China's research and development expenditure has reached nearly 3% of GDP, facilitating the active implementation of innovations in industry, healthcare, and education. China annually graduates millions of engineering professionals and holds a leading position in the number of AI patents.
“The widespread adoption of digitalization, automation, and AI is strengthening China’s traditional competitive advantages, including economies of scale and high price-quality ratios,” he said, adding that this is strengthening the country’s position as a global industrial leader.
The expert also noted China's significant progress in green development, which is a key success on the path to achieving peak carbon emissions by 2030 and carbon neutrality by 2060. In his opinion, China is the undisputed leader in green energy and a key driver of the further development of this agenda globally.
According to the expert, China demonstrates a high level of global responsibility by advocating for the preservation of free trade and compliance with WTO rules in the face of growing protectionism and trade restrictions. Diversification of foreign trade has enabled the country to maintain sustainable growth and achieve a record trade surplus.
"China promotes a philosophy of harmonious development and mutually beneficial cooperation, rather than a zero-sum game. This creates an alternative model of global development based on inclusiveness and shared prosperity," emphasized R. Oshakbayev.
He expressed confidence that during the implementation of the 15th Five-Year Plan for National Economic and Social Development, China will continue to play the role of a responsible participant in global processes, promoting the expansion of multilateral cooperation and the formation of a more equitable system of global governance.
"China today is one of the key drivers of the global economy and an important advocate for open international trade. Its further development will have positive implications not only for the country but for the entire world," concluded R. Oshakbaev.
