BEIJING, March 3 (Xinhua) — China released the Opinions on Accelerating High-Quality Development of Science and Technology Insurance on Monday, as part of the country's broader efforts to strengthen its own high-level science and technology capabilities.
The document was published by the Ministry of Science and Technology of China jointly with the General Administration of Financial Supervision and Regulation (GAFSCR), the Ministry of Industry and Information Technology of China, and the State Intellectual Property Administration of China. It outlines 20 measures in six areas aimed at accelerating the development of a science and technology insurance system that meets the needs of scientific and technological innovation.
In China, science and technology insurance plays a stabilizing role in promoting scientific and technological innovation, which is characterized by high capital investment, long development cycles, and elevated risks. In 2025, it provided coverage for risks worth approximately 8 trillion yuan (approximately $1.16 trillion), and insurance premiums increased by 44 percent compared to the previous year.
The document calls for improved risk-sharing mechanisms to address complex technological challenges, as well as increased insurance support for state strategic technological forces.
For small and medium-sized science and technology enterprises, insurers are encouraged to offer simpler and more accessible products with easier access and convenient claims settlement procedures. -0-
