The long-awaited draft environmental code will soon be submitted to the 4th session of the 14th National People's Congress. It will be China's second legislative code after the Civil Code, marking the country's entry into an era of "codification" and environmental protection through law.
The development of the code is an important symbolic stage in the construction of a state governed by the rule of law. If previous environmental laws can be compared to scattered "pearls," then codification is the "thread" that gathers them into an exquisite "necklace," adorning it with new gems.
China prioritizes environmental protection, viewing the construction of an ecological civilization as a fundamental plan for the sustainable development of the Chinese nation. Currently, a comprehensive environmental system has been established, comprising more than 30 laws, over 100 administrative regulations, over 1,000 local regulations, and numerous national environmental standards. The development of this code will strengthen the systemic nature, integrity, and consistency of China's environmental legislation.
The adoption of the Environmental Code in the first year of the 15th Five-Year Plan will contribute to the further improvement of the ecological civilization system and lay a systematic, orderly, and authoritative legal foundation for building a beautiful China where man and nature coexist in harmony.
The code not only draws on Chinese practice but also takes into account global environmental challenges. The draft code includes provisions on international cooperation in green and low-carbon development, active participation and leadership in the global green transition, and multilateral and bilateral international cooperation and exchanges to combat climate change. All of this reflects a global approach to codification, offers unique Chinese solutions for global environmental governance, and serves as a model for global codification.
