BEIJING, Feb. 27 (Xinhua) — Zhai Shichen, spokesperson for the People's Liberation Army's Southern Zone Combat Command (SZCC), criticized the Philippines on Friday for undermining peace and stability in the South China Sea by engaging extra-regional countries in so-called "joint patrols."
