The sites of the Moscow Polymetallic Plant, part of TVEL, and Renova Lab have received technology park status. Sergei Sobyanin announced this on his channel.MAX messenger.

The new Moscow Polymetal Plant technology park is located in the southern Moscow district of Moskvorechye-Saburovo at 49 Kashirskoye Highway. The total area of the technology park is 56,700 square meters.

The high-tech platform specializes in the development and production of additive manufacturing products, network and telecommunications equipment, and chemical products and technologies, including for the automotive industry.

The technology park is home to 25 resident companies, employing over 1,300 people. These include:

— JSC Rosatom Chemistry — develops new materials for the automotive industry;

— T-Com LLC — produces telecommunications equipment, including network switches for access, aggregation and core levels;

Rosatom Additive Technologies LLC is a developer and manufacturer of 3D equipment and materials, implementing projects to introduce additive solutions into key sectors of Russian industry.

Plans include strengthening cooperation between resident companies, creating a center for shared equipment use, and enhancing the technology park's interaction with specialized Moscow universities to train engineering and technical personnel.

The Renova Lab technology park is located within the Skolkovo Innovation Center at 11 Sikorsky Street. The total area of the park is 26,800 square meters.

"Renova Lab (Skolkovo) is engaged in applied research in the field of materials science, automation of technological cycles, and experimental design development," the Moscow Mayor noted.

This helps ensure the production of competitive products with improved performance characteristics.

The technology park is home to 17 resident companies, employing over 200 people. These include:

— OOO Stentex — produces modern coronary stents and balloon catheters for the treatment of cardiovascular diseases;

— Gorizont Coatings LLC — is engaged in the creation of functional and protective coatings for metalworking and mechanical engineering, the development of vacuum deposition technologies, the production of consumables, as well as the maintenance and modernization of coating equipment;

ProTech Lab LLC conducts applied research in the field of mineral processing, develops and implements digital solutions for industry (including artificial intelligence systems), and creates technologies to improve production efficiency.

Plans include opening a production facility for medical devices and components, a pilot production facility based on lactic acid copolymer, and a laboratory for the development of DNA identification technology and next-generation genetic passports within the technology park.

In addition, the companies Svyaz Engineering M (Mosgormash Technopark) and Vacuum Technology Laboratory Plus (Elma Technopark) received the status of anchor resident of the technopark.

Svyaz Engineering M, a company founded in 2005, specializes in the comprehensive implementation of automated and intelligent electricity metering systems. Since its inception, its specialists have manufactured and installed over 50,000 energy metering systems of varying complexity throughout Russia. Specifically, the company's devices are installed at stations that charge the city's river electric vessels on floating docks.

Vacuum Technology Plus Laboratory LLC develops and manufactures vacuum process equipment, including installations for sputtering, PVD, plasma chemistry and electron beam, as well as a wide range of components and units for vacuum systems (trademarks Beams

Currently, 53 technology parks are open in Moscow (including 11 Moscow City priority investment projects for the creation of technology parks). These sites are home to over 2,400 companies (20 organizations have anchor resident status), and over 78,000 jobs have been created.

The status of a technology park or a priority investment project for the creation of a technology park allows for land tax and property tax benefits, as well as reduced land rent. The management company can also take advantage of an investment tax deduction of up to 90 percent of the costs of equipping the site and constructing capital facilities, while applying a reduced 13.5 percent income tax rate for the regional portion. These benefits allow technology parks to reduce their regional tax burden by up to 25 percent.

The technology park's anchor resident status allows the company to take advantage of an investment tax deduction and write off up to 90 percent of its fixed asset investments, applying a reduced 13.5 percent income tax rate in the regional portion.

Technology park residents can also receive grants for equipment installations worth up to 30 million rubles per year. Management companies can also receive subsidies for equipment acquisition and property development, utility connections, and partial reimbursement of lease payments and loan interest.

Since 2016, investment in the development of Moscow technology parks has totaled approximately 182.7 billion rubles. For every ruble in tax incentives, private investment accounts for more than 13.2 rubles.

"The development of the technology park network remains one of the key drivers of growth for Moscow's high-tech economy. The city is attracting investment in the construction of new sites and expanding business opportunities," added Sergei Sobyanin.

You can learn more about how this work is organized, which companies can become residents of technology parks, and what support measures are available to developers and entrepreneurs at II Forum of Technological Infrastructure, which will take place on March 19 and 20 in the Lomonosov cluster of the Vorobyovy Gory Innovation Scientific and Technical Center of Lomonosov Moscow State University.
