From January to June 2025, almost 700 urban development plans for land plots (GPZU) for the construction of educational facilities were issued in the capital. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

"In the first six months of 2025, 686 urban development plans for land plots for the construction of educational facilities were issued in Moscow. This is five percent more than in the same period last year. The increase in the number of issued documents indicates an increased interest in the development of preschool and school education infrastructure. The largest number of urban development plans in January-June 2025 were issued in the Central and Novomoskovsky administrative districts – 129 and 122 units, respectively," said Vladimir Efimov.

Moscow continues to work on optimizing the procedures for drawing up urban planning documentation in order to increase their accessibility and convenience for citizens and business representatives. All services can now be obtained electronically through the mos.ru portal, which significantly reduces the time for preparing and coordinating projects.

"The city continues to improve approaches to interaction with applicants, ensuring transparency and efficiency of the procedure for registration of urban development plans for land plots. The largest number of urban development plans for the first six months of 2025 were issued in the Basmanny – 21 – and Tagansky – 19 districts," she noted.
