Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a meeting on the issue of "Eliminating Administrative Restrictions in the Elimination of the Consequences of Emergencies."

"We have gathered to discuss the issue of emergency response. Unfortunately, emergencies are common in the Far East. These include fires, floods, and other natural disasters. For example, we recently experienced extreme snowfall in Kamchatka. All of this leads to destabilization of life in the regions and often poses risks to the lives and health of the population. At the same time, unfortunately, emergency response, and sometimes even prevention, often conflicts with current legislation," Yuri Trutnev opened the discussion.

In emergency response situations, executive bodies of constituent entities of the Russian Federation and local governments are faced with the need to comply with certain legal norms that prevent regulatory bodies from effectively implementing the response. This, in turn, leads to an increase in the number of victims, material damage, delays in restoration work, and a decrease in public confidence in government authorities.

The adoption of emergency measures by executive bodies of constituent entities of the Russian Federation in certain situations without the consent of regulatory authorities (Rosleskhoz, Rosprirodnadzor, Rospotrebnadzor, Rostekhnadzor) may entail, among other things, the violation of certain legal norms governing day-to-day activities, as well as create an additional risk of bringing employees of response units and workers of regional emergency services to liability established by the legislation of the Russian Federation.

Following the meeting, Yuri Trutnev instructed the Ministry of Emergency Situations, together with the Ministry for the Development of the Russian Far East, to analyze current legislation and, in conjunction with interested federal ministries and agencies, propose necessary legislative amendments.

"We need to review current legislation. I've been working in the Far East for over ten years, and I always try to visit areas where people's lives and health are at risk, because I believe it's my responsibility. I've seen a lot: burned-out villages, flooded settlements, derailed trains. Often, it was impossible to make timely decisions due to the limitations of current legislation. An interim meeting was held today. We need to address this issue not only within the context of the current emergency situation. For example, with forest fires—when the fire hasn't yet reached a populated area, but the forest is already ablaze, a state of emergency hasn't yet been declared, and homes are at risk of burning. We need to take precautions in advance, not wait until homes burn down. Only one agency can be responsible for taking preventative measures—the Ministry of the Russian Federation for Civil Defense, Emergencies, and Elimination of Consequences of Natural Disasters. I asked for another analysis. The Ministry of Emergency Situations will handle this in conjunction with relevant ministries and agencies.
