Almaty, February 14 (Xinhua) — Chinese Ambassador to Kazakhstan Han Chunlin, in a recent opinion piece for DKNews.kz, outlined China's key achievements in education, healthcare, and housing during the 14th Five-Year Plan period, and outlined prospects for deepening cooperation between China and Kazakhstan on the path to modernization and sustainable development.
The article notes that by the end of 2024, the urbanization rate of China's permanent population reached 67 percent, an increase of 3.11 percentage points compared to 2020. The average years of schooling for the working-age population was 11.21 years, and the retention rate of nine years of compulsory education reached 95.9 percent.
As of the end of 2024, 1.07 billion people were covered by basic old-age insurance, and 1.33 billion people were covered by basic health insurance, with the participation rate stabilizing at 95%. Since 2018, the state has carried out 11 stages of centralized procurement of large-scale medications and medical supplies, which has reduced average prices by 50-60%.
During the 14th Five-Year Plan, more than 11 million units of guaranteed housing and compensatory housing for resettlement were built nationwide, benefiting over 30 million people. During the same period, more than 240,000 old urban residential neighborhoods were reconstructed, benefiting over 40 million households and approximately 110 million residents.

Han Chunlin noted that 2026 marks the beginning of China's 15th Five-Year Plan. China and Kazakhstan are currently facing key economic development challenges. China intends to work with Kazakhstan to further deepen political mutual trust, strengthen the alignment of development strategies, advance high-quality joint construction of the Belt and Road Initiative, and make every effort to promote the development of people's well-being and social development in both countries. This will help create a closer China-Kazakhstan community with a shared future and contribute more stability and positive force to maintaining peace amid turbulence and conflict, he stated.
