Dmitry Chernyshenko thanked the governors of the leading regions where the national project "Youth and Children" is being successfully implemented.
"At a meeting with members of the Government, Russian President Vladimir Vladimirovich Putin emphasized the importance of developing nursery groups in kindergartens. This issue was raised during the direct line. It's important that families aren't afraid to have children and are confident that the state will provide care and supervision. More than 1 million children under three years of age attend preschools in the country. Over the past five years, more than 266,000 additional places have been created for the youngest children. Our task is to ensure the availability of nurseries and, when building new kindergartens, to create nursery groups based on citizen requests. I urge regional leaders to personally oversee this," the Deputy Prime Minister noted.
There are nearly 40,000 schools in the country, educating over 18 million students and employing over 1 million teachers. "In 2025, 80 schools were commissioned, and nearly 1,600 underwent major renovations. The new facilities must meet modern accessibility and digital standards. Improving the quality of education is a priority. Last year, the share of graduates who took the Unified State Exam in mathematics and natural sciences was over 33%, compared to the target of 32%," said Dmitry Chernyshenko.
The Ivanovo, Voronezh, Samara, Vologda, Murmansk, and Chelyabinsk regions, as well as the republics of Bashkortostan, Mari El, Tatarstan, and Chuvashia, emerged as the leaders in Unified State Exam (USE) results in mathematics and natural sciences. The Deputy Prime Minister added that the regions must pay special attention to staffing schools, reaching out to each individual educational institution, and creating conditions that will encourage teachers to remain in the profession for decades. "I ask regional leaders to utilize all available tools—from targeted recruitment to teacher training colleges to supporting and attracting young specialists locally," said Dmitry Chernyshenko.
In 2025, systemic legislative changes were adopted in the field of secondary vocational education, which encompasses more than 3,000 colleges and nearly 4 million students. Dmitry Chernyshenko announced that the pilot program for access to secondary vocational education has been extended, the list of participating regions has been expanded, and standards for free vocational training have been introduced for ninth-graders who failed exams.
"The implementation of the federal project 'Professionalism' within the national project 'Youth and Children' continues successfully. Last year, 136 clusters were created and 82 colleges were renovated. Today, 506 clusters are operational in 86 regions across 24 industries, including 323 educational and industrial clusters. By the end of 2026, all 89 regions of our country should be included in the project. Major renovations have been completed at 267 organizations," he said.
The leading regions in terms of the number of clusters created were Moscow, the republics of Tatarstan and Bashkortostan, and the Moscow, Nizhny Novgorod, and Chelyabinsk regions.
The Deputy Prime Minister recalled that at the end of the year, a federal law was passed granting participants in the Secondary Military Education Program the right to obtain a second specialized vocational education free of charge. He instructed regional leaders, in conjunction with regional branches of the Fatherland Defenders Foundation, to organize efforts to identify demand for education.
Dmitry Chernyshenko drew attention to the organization of children's summer recreation. The Deputy Prime Minister noted the need to increase the coverage of children from families in need of special support, from border areas, and from the families of SVO participants.
Education Minister Sergei Kravtsov discussed the progress of construction and major renovations at educational institutions.
"I would like to thank all the regional teams and heads of the federal subjects for their work. We have achieved all the national project targets for education. This is a great, coordinated effort by the regions. We have the highest cash execution figures for the entire period of national project implementation, starting in 2019. It reached 99.6%. This demonstrates the regions' sound budget planning," said Sergey Kravtsov.
He specifically noted the leading regions that achieved full cash execution: the city of Baikonur, Moscow, St. Petersburg, the Kabardino-Balkarian and Chechen Republics, the Republics of Adygea, Altai, Komi, Mari El, Mordovia, North Ossetia-Alania, Tatarstan, Khakassia, Vologda, Kaliningrad, Kemerovo, Kirov, Leningrad, Murmansk, Novgorod, Oryol, Pskov, Ryazan, Samara, Tyumen, Chelyabinsk Oblasts, the Yamalo-Nenets Autonomous Okrug, and Khabarovsk Krai.

"Since 2022, at the direction of President Vladimir Putin, we have been implementing the comprehensive youth policy development program, 'Region for the Young,' which has been part of the 'Youth and Children' national project since 2025. Thanks to this program, we are renovating and equipping youth centers, creating platforms for unified educational spaces and work in the regions. By the end of four years, more than 250 youth policy institutions have been renovated, and 79 regions have received federal budget support. This year, another 95 youth policy institutions will be renovated according to a unified methodological standard we developed," noted Denis Ashirov.
