Prime Minister Mikhail Mishustin signed an order approving the Concept for Promoting the Development of Charitable Activity in Russia through 2030.
The new concept, developed as a follow-up to a similar document in effect until 2025, defines key objectives for the development of philanthropy. These objectives include expanding the participation of citizens and businesses in charitable activities through the implementation of systemic solutions and increasing trust in the charitable sector, promoting the effectiveness of charitable organizations, and promoting cooperation among charitable participants.
To achieve these objectives, the concept proposes to continue and expand work in a number of areas.
Specifically, to attract citizens and entrepreneurs to implement charitable and social projects, it is planned to improve incentive mechanisms, including increasing the effectiveness of tax incentives for charitable donations and expanding the practice of gratuitous donations of food and other goods by producers and retailers for charitable purposes.
In order to promote the development of a culture of charitable and philanthropic activity, it is planned to increase the involvement of small and medium-sized businesses, improve the mechanisms for the operation of endowments of non-profit organizations (NPOs) and expand opportunities for their replenishment, develop corporate philanthropy, and create conditions for the development of a charitable infrastructure.
To improve the effectiveness of interactions between government and local authorities, the business community, and the media with charitable organizations, we plan to develop new mechanisms for such partnerships, continue to reduce the administrative burden on non-profit organizations, develop necessary information systems and services, and promote the development of resource centers to support socially oriented non-profit organizations, including in rural areas.
It is also proposed to improve the efficiency of charitable organizations themselves. This includes developing the professional competencies of their employees, encouraging the adoption of digital technologies in charitable activities, and providing educational support and assistance in disseminating the best programs and projects.
