Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko summarized the results of government department digitalization for 2025. A total of 61 IT programs were implemented, one for each ministry and agency. Thanks to digital transformation programs, even more services in Russia are being provided digitally, and the quality of data-driven management decisions is improving. Last year, emphasis was also placed on the implementation of artificial intelligence technology in government departments and on enhancing the security of information systems. The results and effects of departmental digital transformation programs include the following.
Rosobrnadzor, together with the Ministry of Education and Science and the Ministry of Education, launched an online university admissions service on the Gosuslugi website. During the 2025 admissions campaign, over 2 million applicants used the service (submitting over 5.6 million applications). 1,172 universities and research organizations, as well as 566 of their branches and 819 organizations implementing secondary vocational education programs at universities, are connected to the service. A number of updates have been planned for 2026 (for example, universities will be able to distribute admissions targets based on their target talent needs (automated verification)).
Rosvodresursy has launched an online monitoring service for the operating modes of 355 reservoirs. Over 200 parameters (reservoir inflow, reservoir discharge, and others) are already being automatically analyzed. Data is received daily electronically from regional authorities. Previously, monitoring was carried out manually: indicators were calculated using formulas, deviations were identified, and the data were sent to the central office. The service allows for quick identification of reservoirs at high risk (those with significant deviations) and allows for timely management decisions.
In 2025, Rosreestr launched six new map-based services and began implementing AI technologies that will automatically identify unregistered real estate and speed up cadastral valuation. Important work was carried out to modernize Rosreestr's information security system. Software components for information security using artificial intelligence were implemented, reducing the response time to cyber incidents from 30 minutes to 1 minute.
The Ministry of Digital Development, Communications and Mass Media continued to develop the government services portal. In 2025, nearly a thousand new services were added, bringing the total to over 2,600 federal and regional services. 120 million people are registered with Gosuslugi, with a daily audience of 14 million. Online services can be obtained on the portal within a minute to 72 hours. Many services have become proactive. For example, the maternity capital certificate is delivered this way: it appears in the mother's personal account as soon as the child's birth is registered. Gosuslugi's digital assistant, "Robot Max," also helps save time when accessing services; over 30 services already work in dialogue mode with it.
The Ministry of Natural Resources has implemented an AI-based analysis module for waste accumulation sites, which is expected to result in savings of at least a quarter of a billion rubles.
