Speaking at the fifth session of the 14th People's Congress of Guangdong Province, which opened on January 26, Governor Meng Fanli stated that the development of the Guangdong-Hong Kong-Macao Greater Bay Area is being actively advanced during the 14th Five-Year Plan period (2021–2025). The region's combined GDP is expected to exceed 15 trillion yuan in 2025.
In recent years, the "tight connection" of infrastructure between the three regions has accelerated. According to the Guangdong 2025 Economic and Social Development Plan Implementation Report and the draft 2026 plan, intercity railways managed by the Greater Bay Area have transitioned from "linear planning" to "network operation," with the length of rail transport exceeding 4,000 km. The number of active cross-border passenger shipping routes has reached 17.
According to the report, the Greater Bay Area will see accelerated development of cross-border low-level air transport services by 2025. Several intercity and cross-border helicopter routes connecting Shenzhen with Hong Kong and Macao have been launched. The flight time from Shenzhen Airport to Hong Kong is just 15 minutes. Meanwhile, the Guangzhou–Shenzhen–Hong Kong high-speed railway carried over 35 million cross-border passengers, a 17.8% increase over the previous year. Average daily traffic on the Hong Kong–Zhuhai–Macao Bridge reached approximately 14,000 vehicles, an increase of 19.8%.
At the same time, the implementation of a "soft connection" of rules and mechanisms in the Greater Bay Area has accelerated. Currently, 198 frequently requested administrative services in the three regions are being implemented cross-border. The "Cross-Border Financial Management" pilot project involved 175,000 individual investors, and the volume of cross-border remittances reached 129.2 billion yuan.
According to the report, 84 innovation and entrepreneurship centers for young people from Hong Kong and Macao have been established in the region, where more than 7,000 projects are being implemented.
