The All-Russian competition "Best Municipal Practice" covers a wide range of areas – from urban development and modernization of housing and communal services to the development of small businesses, the social sphere, transport infrastructure and digitalization. In 2025, the prize fund of 1 billion rubles will allow us to scale up these initiatives. This is an opportunity for all municipalities in the country to adopt successful experience and implement it in their territories. I am confident that this year's participants will once again show how effectively local problems are solved, cooperation is strengthened, and the economy of territories is developed. Thus, applications from regions for participation in the competition are currently being accepted," said Marat Khusnullin.

The competition identifies and promotes the best management practices of local governments. The solutions selected by experts become models for the regions, raising standards in the construction and management of infrastructure projects. Applications from regions for participation in the competition are accepted until August 1, 2025.

The Ministry of Construction oversees two nominations: “Modernization of urban economy through the introduction of digital technologies and platform solutions (smart city)” and “Urban development policy, ensuring a favorable living environment for the population and development of housing and communal services”.

Last year, the competition demonstrated a high level of projects throughout the country. It is especially gratifying that among the winners are not only large cities, but also rural areas that are actively implementing smart solutions to improve the quality of life of people. The geography of the winners – from Belgorod to Murmansk and from Kirov to Saratov – confirms that high-quality projects are being created in all regions of Russia," said Minister of Construction and Housing and Public Utilities Irek Faizullin.

The competition is held in two stages. At the regional stage, applications from municipalities are checked and selected by the authorities of the constituent entities of the Russian Federation. At the federal stage, approved projects are assessed by the federal competition commission, which determines the winners. Participants are divided into two categories: urban districts and settlements, as well as rural settlements. Ten prizes will be awarded in five nominations. The best projects will receive recognition at the federal level and the opportunity to replicate their solutions throughout the country.

"Economic development always begins with cities and villages. This is where a wide range of tasks must be solved: from issues of landscaping courtyards to facilitating the implementation of large-scale investment projects of federal significance. And the President has repeatedly emphasized the special role and importance of the work of local governments. In order to improve the quality of projects and a wider geography of the competition, this year the Ministry of Economic Development of Russia has developed two new nominations: "Improving the efficiency of managing the territory of a municipality" and "Improving the recognition of municipalities (territory brand)". The first will assess the work of local governments in applying new tools for economic development and sources of income that improve the socio-economic development indicators of municipalities. The second is focused on creating new points of attraction, developing tourism potential and forming an attractive image of the territory. In our opinion, the new nominations will be able to attract municipalities that have not previously participated in the competition. “We are particularly looking forward to applications in the ‘Territory Brand’ nomination,” said Deputy Minister of Economic Development Svyatoslav Sorokin, wishing good luck to the nominees.
